Book Environmental Planning and Categorical Exclusions

Download or read book Environmental Planning and Categorical Exclusions written by and published by . This book was released on 1994 with total page 18 pages. Available in PDF, EPUB and Kindle. Book excerpt: As contained in the Regulations for Implementing the Procedural Provisions of the National Environmental Policy Act, 40 CFR 1500--1508, the Council on Environmental Quality (CEQ) directs federal agencies to adopt their own procedures for implementing the Act. The US Department of Energy (DOE) and the US Department of Agriculture Forest Service (USFS) are two examples of federal agencies with dissimilar but functionally equivalent CX processes. The DOE and USFS were selected as subjects for this study because of their distinctly different missions and as a results of the author's familiarity with the policies of both agencies. The objectives of this study are to: (1) describe the CX policies and processes of the two agencies, (2) identify the similarities and differences between the two processes, and (3) suggest ways for improving these processes. In performing this evaluation, the authors will identify the components of each agency's CX process that clearly contributes qualitative information for the purpose of making environmental planning decisions. Drawing from the best elements of each process, the authors will provide some general recommendations that should enable the agencies to fulfill their various obligations to the CX process while concurrently performing early, thorough, and expeditious environmental reviews under NEPA.

It includes examples that demonstrate how NEPA can be efficiently integrated with other processes such as ISO 14001, P2, and Adaptive Management. It provides proven tools, techniques, and approaches for streamlining NEPA and environmental planning strategies that reduce the potential for controversy and criticism. It is the first text that covers recent changes to NEPA and the new CEQ guidance expected to be issued.

Book Preparing NEPA Environmental Assessments

Download or read book Preparing NEPA Environmental Assessments written by Charles Eccleston and published by CRC Press. This book was released on 2012-05-08 with total page 319 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although upwards of 50,000 environmental assessments (EAs) are prepared annually—compared to some 500 environmental impact statements (EISs)—the focus of U.S. National Environmental Policy Act (NEPA) regulations is on defining requirements for preparing EISs. Written by Charles Eccleston and J. Peyton Doub, who have established themselves among the top environmental experts in the world, Preparing NEPA Environmental Assessments: A User’s Guide to Best Professional Practices fills the need for an authoritative and comprehensive guide on how to prepare EAs. Bridging the regulatory gap, this book identifies relevant EIS regulatory requirements that can be logically interpreted to also apply to EAs. It compiles and synthesizes information scattered throughout NEPA’s regulations, executive orders, and guidance documents, and incorporates case law to provide additional clarification. The authors also draw on the professional experiences and best professional practices (BPP) of NEPA practitioners. From the fundamentals to more advanced topics, the book presents a consistent methodology to help beginners, students, and professionals manage, analyze, and write legally sufficient EAs. It addresses dilemmas that have traditionally plagued preparation of EAs, provides BPPs, tools, and approaches for resolving problems, and introduces methods for streamlining the EA process. Building on Eccleston’s previous guide to EAs, Effective Environmental Assessments: How to Manage and Prepare NEPA Assessments (2001), this book reflects the rapid changes in government policy over the past ten years. An indispensable source of practical information, it provides readers with step-by-step direction and best practices for preparing defensible EAs.

This book was released on 2017-09-15 with total page 90 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Forest Service manages over 192 million acres of land, in part through vegetation management projects such as thinning trees. The National Environmental Policy Act (NEPA) requires the Forest Service to prepare either an environmental assessment (EA) or an environmental impact statement (EIS) before approving a project that may significantly affect the environment. The agency generally does not need to prepare such environmental analyses, however, if the project involves categories of activities that it previously found to have no significant environmental effects-activities known as a categorical exclusion. As of 2003, the Forest Service had one categorical exclusion-activities to improve timber stands or wildlife habitat. It has since added four new exclusions, but little is known about their use. GAO was asked to determine, for calendar years 2003 through 2005, (1) how many vegetation management projects the Forest Service approved, including those approved using categorical exclusions; (2) which categorical exclusions the agency used in approving projects; and (3) if field offices are not using categorical exclusions, why. To answer these
