Book excerpt: United States Department of Energy Order 435.1, Radioactive Waste Management, includes requirements for assessing the long-term performance of radioactive waste disposal facilities and also for environmental monitoring of the performance of those facilities throughout the time of institutional control. It is also specified that performance assessment and composite analysis modeling should be integrated with environmental monitoring in order to provide a means to assess the adequacy of the assumptions that were made for the modeling. This paper describes the development of action levels, which are expected concentrations at different locations in the subsurface based on modeling conducted for the performance assessment and composite analysis for the low-level waste disposal facility at the Radioactive Waste Management Complex at the Idaho National Engineering and Environmental Laboratory. First year comparisons of measured concentrations with the action level have shown that migration appears to be occurring at a much lower rate than predicted by the models. This supports the conclusion that the modeling is conservative and conclusions based on the modeling are likewise conservative.

Book excerpt: As directed by the U.S. Department of Energy (DOE), Richland Operations Office (DOE-RL), Fluor Hanford, Inc. will implement the requirements of DOE Order 435.1, Radioactive Waste Management, as the requirements relate to the continued operation of the low-level waste disposal facilities on the Hanford Site. DOE Order 435.1 requires a disposal authorization statement authorizing operation (or continued operation) of a low-level waste disposal facility. The objective of this Order is to ensure that all DOE radioactive waste is managed in a manner that protects the environment and personnel and public health and safety. The manual (DOE Order 435.1 Manual) implementing the Order states that a disposal authorization statement shall be issued based on a review of the facility's performance assessment and composite analysis or appropriate Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) of 1980 documentation. The disposal authorization shall specify the limits and conditions on construction, design, operations, and closure of the low-level waste facility. Failure to obtain a disposal authorization statement shall result in shutdown of an operational disposal facility. In fulfillment of the requirements of DOE Order 435.1, a disposal authorization statement was issued on October 25, 1999, authorizing the Hanford Site to transfer, receive, possess, and dispose of low-level radioactive waste at the 200 East Area and the 200 West Area Low-Level Burial Grounds. The disposal authorization statement constitutes approval of the performance assessment and composite analysis, authorizes operation of the facility, and includes conditions that the disposal facility must meet. One of the conditions is that monitoring plans for the 200 East Area and 200 West Area Low-Level Burial Grounds be written and approved by the DOE-RL. The monitoring plan is to be updated and implemented within 1 year following issuance of the disposal authorization statement to incorporate and implement conditions specified in the statement. The plan must meet the following criteria. The site-specific performance assessment and composite analysis shall be used to determine the media, locations, radionuclides, and other substances monitored. The environmental monitoring program shall be designed to include measuring and evaluating releases, migration of radionuclides, disposal unit subsidence, and changes in disposal facility and disposal site parameters that may affect long-term performance. The environmental monitoring programs shall be capable of detecting changing trends in performance to allow application of any necessary corrective action before exceeding the performance objectives stated in the order.
