Realignment will increase on-base activity and require construction of new facilities. Existing air quality may be affected by both construction and operational activities. Operational impacts will not be significant with respect to local and regional air quality because operations will occur within the same air basin as they did at Mather AFB. Biological habitats including vernal pools and other wetlands and riparian habitats may be affected by construction of new facilities; however, no Federal- or State-listed threatened or endangered species are expected to be affected. Realignment will create additional peak period round trips, resulting in impacts on base access, intersections, and parking lots. Portions of the water distribution system and the water treatment facilities will have to be upgraded to meet the increased demand expected as a result of the realignment. If the potential presence of abandoned underground storage tanks in areas planned for construction of new facilities and asbestos-containing materials in buildings planned for demolition or modification is verified, confirmatory studies and appropriate remedial actions will be required. The realignment will have a positive effect on the local and regional economy.

The closure results from the recommendations of the Defense Secretary's Commission on Base Realignment and Closure, from legislative requirements in the Base Closure and Realignment Act, and from U.S. Air Force plans to enhance mission readiness and national security. Primarily, the closure of Mather AFB will entail relocating the 323rd Flying Training Wing (FTW) to Beale AFB, California: deactivating all remaining Mather AFB support units as appropriate; and excessing base property. No construction or demolition activities are planned as part of the proposed action. The following areas of environmental impact were identified during the scoping process for Mather AFB closure: noise, energy use, air quality, solid and liquid waste disposal, transportation, land use, ecology, and socioeconomics. For these impact areas, the implementation and residual environmental consequences of the proposed action are described and analyzed, and mitigative measures are given.
