Book excerpt: The United States Air Force proposes to deploy an advanced, land-based mobile, intercontinental ballistic missile (ICBM) system known as M-X. This system will improve the nation's strategic deterrent force. In this regard, the Air Force is dedicated to meeting national defense goals while conserving natural and human resources. The purpose of this Environmental Impact Statement (EIS) is to document the analyses and studies performed to identify and compare potential impacts of proposed and alternative basing locations and identify the mitigations that are available. This EIS draft will be the basis for further public comment on the proposed project. A final EIS will be prepared in careful consideration of those comments and serve as an input to the decision process on a location for M-X deployment and withdrawal/acquisition of the land to base the system. The Bureau of Land Management, Department of the Interior, is a cooperating agency for this EIS. This EIS is the third in a series of four planned environmental impact statements for M-X. The first was an analysis of the buried trench construction test program (M-X: Buried Trench Construction and Test Program Final EIS). The second addressed full-scale engineering development decisions regarding missile design, basing mode selection, and a flight test program at Vandenberg Air Force Base, California (M-X: Milestone II Final EIS). That EIS was the basis for decisions on the basing mode. It analyzed vertical and horizontal shelters, slope-sided pool, 20-mile trench, and air mobile.

Book excerpt: The Pegasus air-launched vehicle is part of the Advanced Space Technology Program of the Defense Advanced Research Projects Agency (DARPA). The program is designed to demonstrate high-payoff advanced technology to improve systems' operational support to military commanders. The government launch and demonstration of the privately developed Pegasus vehicle will be used to evaluate its launch flexibility and utility for support if military objectives as well as to place small experimental payloads into orbit. The Pegasus launch system is a three-stage solid-rocket-motor launch vehicle designed to be launched from a B-52B aircraft or similar large-lift aircraft, either government or private. It is being developed to provide a responsive, inexpensive, and highly mobile launch service to satisfy the launch needs of small mass 190km (425-lb) and volume 1.8 m 3 (65-fl 3) payloads for the U.S. Department of Defense and other users. The DARPA has contracted for Pegasus launch services for two captive flights and two launches into polar orbit with an option for four more flights. A B-52B carrying the Pegasus will take off from Edwards Air Force Base (AFB), north of Los Angeles, California, climbing toward the town of Paso Robles. The aircraft will turn northwest about 70 km (40 mi) east of San Luis Obispo, passing to within 7 km (4 mi) of Paso Robles. The B-52B makes another turn near the Farallon Islands to head south into the Western Test Range (WTR) about 160 km (100 mi) into the Pacific Ocean. Mission control for these operations will be at the NASA Ames Research Center/Dryden Flight Research Facility, Edwards AFB, California. This environmental assessment addresses the potential environmental impacts from he six potential DARPA/NASA launches and assumes that the configuration of the Pegasus and its use of the B-52B remain as described in this document.

Yuma Proving Ground and Luke Air Force Range are Candidate Deployment Installations for the Hard Mobile Launcher in Random Movement basing mode, with support functions to be provided at either Gila Bend Air Force Auxiliary Field or Yuma Proving Ground. Gila Bend Air Force Auxiliary Field and Yuma Proving Ground are also under consideration as separate alternatives for basing of missiles in the Hard Silo in Patterned Array mode. If Yuma Proving Ground is selected as a support base for the Hard Silo alternative, some silos may actually be located in a small adjoining portion of southeastern California. The discussions that follow provide an overview of the regional environmental issue areas that are under consideration for southwestern Arizona using, as an example, the case where Gila Bend Air Force Auxiliary Field would serve as the support base.
