Economic arguments can help to decide about the trade-off between preserving environmental quality and developing housing and business surfaces, provided the benefits of environmental quality are adequately quantified. To this end, this book focuses on the use and advancement of the “hedonic approach”, an economic valuation technique that analyses and quantifies the sources of rent and property price differentials. Starting from theoretical foundations, the hedonic approach is applied to the valuation of natural land use preservation and noise abatement measures, as well as to residential segregation and discrimination, extending the analysis to the role of the buyers and sellers' identity on housing market prices and to the issue of environmental justice.

These findings have sparked a broad activist movement, numerous local lawsuits, and several federal policy reforms. Despite the importance of environmental justice, the topic has received little attention from economists. And yet, economists have much to contribute, as several explanations for the correlation between pollution and marginalized citizens rely on market mechanisms. Understanding the role of these mechanisms is crucial to designing policy remedies, for each lends itself to a different interpretation to the locus of injustices. Moreover, the different mechanisms have varied implications for the efficacy of policy responses—and who gains and loses from them. While many residents already knew of the twenty-three groundwater contamination plumes from facilities connected to the computer industry, the more detailed maps distributed during this time provided new information on the extent of the contamination. This research examines the Santa Clara County housing market in 1992-93 and analyzes the environmental equity outcomes of market transactions. Applying the tools of spatial econometrics, it explores the variations in price impacts of proximity to the plumes across demographic groups. The full research process is presented here, and the steps in the analysis are carefully elaborated. While the study finds only weak evidence of a relationship between neighborhood ethnicity and price impacts, it does find statistical evidence of inequities in the information available to different language communities. This book will be useful to those readers interested in environmental economics, spatial econometrics, housing market economics, and environmental equity.

Generally, low-income and people of color disaster victims spend more time in temporary housing, shelters, trailers, mobile homes, and hotels - and are more vulnerable to permanent displacement. Some 'temporary' homes have not proved to be that temporary. In exploring the geography of vulnerability, this book asks why some communities get left behind economically, spatially, and physically before and after disasters strike.

Remarkably, grassroots-based community planning flourishes in New York City—the self-proclaimed “real estate capital of the world”—with at least seventy community plans for different neighborhoods throughout the city. Most of these were developed during fierce struggles against gentrification, displacement, and environmental hazards, and most got little or no support from government. In fact, community-based plans in New York far outnumber the land use plans produced by government agencies. In New York for Sale, Tom Angotti tells some of the stories of community planning in New York City: how activists moved beyond simple protests and began to formulate community plans to protect neighborhoods against urban renewal, real estate mega-projects, gentrification, and environmental hazards. Angotti, both observer of and longtime participant in New York community planning, focuses on the close relationships among community planning, political strategy, and control over land. After describing the political economy of New York City real estate, its close ties to global financial capital, and the roots of community planning in social movements and community organizing, Angotti turns to specifics. He tells of two pioneering plans forged in reaction to urban renewal plans (including the first community plan in the city, the 1961 Cooper Square Alternate Plan—a response to a Robert Moses urban renewal scheme); struggles for environmental justice, including battles over incinerators, sludge, and garbage; plans officially adopted by the city; and plans dominated by powerful real estate interests.
