The decline of the East-West conflict has opened up the arena for increased attention to other lines of conflict, in Europe and at the global level. Environmental disruption, not a new phenomenon by any means, is a chief beneficiary of the shift in priorities in the public debate. The Scientific and Environmental Affairs Divi sion of NATO has moved with the times and has defined environmental security as one of its priority areas for cooperation with Central and Eastern Europe and countries of the former Soviet Union. This book is the main output of an Advanced Research Workshop (ARW), held in Bolkesjl/l, Norway, 12-16 June 1996. I would like to acknowledge the personal support of L. Veiga da Cunha, Director of the Priority Area on Environmental Security. Research on these issues is now very much a collaborative effort across former lines of division in Europe. NATO encourages, indeed requires, that this be reflected in the composition of the participants, as well as the organizing committee. This meeting was organized by a group of five people from five different countries: Lothar Brock (Germany), Nils Petter Gleditsch (Norway), Thomas Homer-Dixon (Canada), Renat Perelet (Co-Director, Russia), and Evan Vlachos (USA).

The issue of migration and refugees is considered so sensitive that states have often linked it with their sovereignty, independence and even existence. Environmental degradation has become a crucial issue in the contemporary world. The effects of climate change are likely to trigger mass human movement both within and across international borders. The United Nations High Commissioner for Refugees (“UNHCR”) predicts that between 50 and 200 million people may be displaced by 2050. Thus, the human impact on the environment is creating a new kind of global casualty for the twenty-first century—an emergent class of environmental migrants. Environmental crisis in the rural areas of developing countries is increasingly becoming an important cause of cross-border migration of population and South Asia is no exception to this phenomenon. Such movement of population in the Indo-Bangladesh context is generating a range of destabilising socio-political, economic, ethnic and communal tensions in India. It has embittered Indo-Bangladesh relations, causing tensions between the two countries. .

The papers in this volume were first presented at the Research Workshop on Migration and the Environment: Developing a Global Research Agenda held in Munich, Germany in April 2008. One of the key objectives on the Munich workshop was to address the need for more sound empirical research and identify priority areas of research for policy makers in the field of migration and the environment.

And growing populations and accelerating demands for fresh water are putting ever greater pressures on already scarce water resources. In this wide-ranging study, Arun Elhance explores the hydropolitics of six of the world's largest river basins. In each case, Elhance examines the basin's physical, economic, and political geography; the possibilities for acute conflict; and efforts to develop bilateral and multilateral agreements for sharing water resources. The case studies lead to some sobering conclusions about impediments to cooperation but also to some encouraging ones--among them, that it may not be possible for Third World states to solve their water problems by going to war, and that eventually even the strongest riparian states are compelled to seek cooperation with their weaker neighbors.

Her body remained hung on the fence as a warning to those who illegally crossed an international border. Migration to India from the current geographical and political entity called Bangladesh is more than a century old and had begun long before the nation states were created in South Asia. Often termed as ‘foreigners’ and ‘infiltrators’, Bangladeshi migrants such as Felani find their way into India for the promise of a better future. Post 1971, there has been a steady movement of people from Bangladesh into India, both as refugees and for economic need, making this migration a complex area of inquiry. This book focuses on the contemporary issue of undocumented Bangladeshi migration to the three Indian states of Assam, West Bengal, and Delhi, and how the migrants are perceived in light of the ongoing discourses on the various nationalisms in India. Strong countermeasures are required to increase the capacity of low-income people to mitigate their risk exposure to the impacts of climate change. Central pillars in planning for sustainable development and poverty alleviation must include vulnerability assessments, appropriate adaptation measures, and resilience-smart investments. This means placing climate change adaptation and resilience at the center of overall development policy. Coping with Climate Change in the Sundarbans contributes to this effort by synthesizing multiyear, multidisciplinary climate change studies on the Sundarbans—the world’s largest remaining contiguous mangrove forest and wetland of international importance, as well as home to some of South Asia’s poorest and most vulnerable communities. The studies’ findings indicate that, in a changing climate, sea-level rise, storm-surge intensification, and water salinization will alter the Sundarbans ecosystem significantly. The ripple effect of these changes will have multifaceted adverse impacts on the nature-dependent livelihoods, health, and nutrition of nearby communities. Elevated health risks, reduced land and labor productivity, and increased exposure to storms, floods, droughts, and other extreme events will make escape from poverty more difficult. Families in the Sundarbans are on the front line of these changes. Their experience and adaptation signal future decisions by hundreds of millions of families worldwide who will face similar threats from progressive sea-level rise. This research lays the technical foundation for developing a better understanding of the changes the Sundarbans currently faces, including responses of the ecosystem and human communities. Based on field research, location-specific, resilience-smart adaptation measures are recommended for reducing climate change vulnerability. Beyond the Sundarbans, the studies’ methods and findings will be of interest to development practitioners, policy makers, and researchers focused on island nations and countries worldwide that feature high-density populations and economic activity in low-lying coastal regions vulnerable to sea-level rise.

Book excerpt: The Earth's human population is expected to pass eight billion by the year 2025, while rapid growth in the global economy will spur ever increasing demands for natural resources. The world will consequently face growing scarcities of such vital renewable resources as cropland, fresh water, and forests. Thomas Homer-Dixon argues in this sobering book that these environmental scarcities will have profound social consequences--contributing to insurrections, ethnic clashes, urban unrest, and other forms of civil violence, especially in the developing world. Homer-Dixon synthesizes work from a wide range of international research projects to develop a detailed model of the sources of environmental scarcity. He refers to water shortages in China, population growth in sub-Saharan Africa, and land distribution in Mexico, for example, to show that scarcities stem from the degradation and depletion of renewable resources, the increased demand for these resources, and/or their unequal distribution. He shows that these scarcities can lead to deepened poverty, large-scale migrations, sharpened social cleavages, and weakened institutions. And he describes the kinds of violence that can result from these social effects, arguing that conflicts in Chiapas, Mexico and ongoing turmoil in many African and Asian countries, for instance, are already partly a consequence of scarcity. Homer-Dixon is careful to point out that the effects of environmental scarcity are indirect and act in combination with other social, political, and economic stresses. He also acknowledges that human ingenuity can reduce the likelihood of conflict, particularly in countries with efficient markets, capable states, and an educated populace. But he argues that the violent consequences of scarcity should not be underestimated--especially when about half the world's population depends directly on local renewables for their day-to-day well-being. In the next decades, he writes, growing scarcities will affect billions of people with unprecedented severity and at an unparalleled scale and pace. Clearly written and forcefully argued, this book will become the standard work on the complex relationship between environmental scarcities and human violence.
