Book Enforcing Pollution Control Regulation

Download or read book Enforcing Pollution Control Regulation written by Carolyn Abbot and published by Bloomsbury Publishing. This book was released on 2009-05-18 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: Monitoring and enforcement issues must be analysed when determining the effectiveness of pollution control regulation, and clearly influence choices about how to regulate. This book demonstrates how an economic analysis of law enforcement can generate important insights into how best to enforce pollution control regulation. It seeks to provide a clear and accessible way into the law and economics literature on enforcement. More specifically, it uses Gary Becker's deterrence model which, by differentiating between two enforcement variables (namely the probability of apprehension and conviction and the severity of sanction), facilitates a comparison of the effectiveness of different enforcement tools in inducing desirable behaviour. As such, it provides a valuable analytical tool in considering how best to pursue cost-effective enforcement. Major themes to be addressed include Becker's deterrence model and expansions thereof, reasons for compliance, environmental enforcement strategies and the importance of a deterrence threat and formal pollution control law enforcement mechanisms such as prosecution and criminal sanctions, administrative mechanisms and civil liability. The book argues that in pursuing cost-effective enforcement much can be learned from examining enforcement practices in different jurisdictions, and to this end the author examines pollution control laws, enforcement strategies and sanctions in Australia, Canada and England and Wales. The book makes an important contribution to existing literature on environmental law enforcement, but its value extends beyond this. The theoretical framework adopted and the range of issues discussed make it of interest to regulatory and public law scholars more generally.

Book Hazardous Waste Reducation in the Metal Finishing Industry

Download or read book Hazardous Waste Reducation in the Metal Finishing Industry written by PRC Environmental Management, Inc and published by William Andrew. This book was released on 1989-12-31 with total page 232 pages. Available in PDF, EPUB and Kindle. Book excerpt: "From the Foreword: " This book presents the results of a waste audit study for the metal finishing industry. The study, carried out for the State of California but applicable for metal finishers elsewhere, identifies opportunities for waste reduction available to the metal finishing industry and develops procedures that can be used by metal finishers to assess their own waste reduction opportunities. The study emphasizes technologies available to small- and medium-sized metal finishing plants. Typically, these shops operate a variety of physical, chemical, and electrochemical processes. Chemical processes include degreasing, cleaning, pickling, etching, coating, and electroless plating. Electrochemical processes include plating and anodizing. The tasks included in the study were: (1) selecting metal finishing plants to include in the study, (2) performing a waste audit at each selected plant, (3) developing recommendations for implementing waste reduction technologies at each audited plant, (4) discussing with facility representatives the feasibility of implementing the waste reduction recommendations, and (5) developing this waste audit study report and methodology. The study identifies three categories of waste reduction technologies that are available to metal finishers: (1) source reduction, (2) recycling and resource recovery, and (3) alternative treatment. The costs associated with implementing these technologies range from a few hundred dollars for making simple improvements in housekeepiing and minor process modifications to tens of thousands of dollars for installing recovery or treatment units. The benefits realized from implementing such improvements include reductions inmaterial purchase and waste disposal costs, as well as reduction in the liability

Book Tools and Methods for Pollution Prevention

Download or read book Tools and Methods for Pollution Prevention written by Subhas K. Sikdar and published by Springer Science & Business Media. This book was released on 1999-08-31 with total page 404 pages. Available in PDF, EPUB and Kindle. Book excerpt: Tools are needed to define, measure and assess pollution in processes and products, to direct and measure improvements in designing cleaner processes and products, and to design benign processes and products. Life cycle assessment, process simulation and integration, material substitution and environmental impact assessment are some of these tools. Advances have been made recently in incorporating environmental criteria in process and product design, some renditions of which are commercially available. This is the first compilation of methods, tools and models that can be used to design products and manufacturing processes that prevent pollution from occurring in the first place, rather than treating the wastes after they are formed. There is also a critique of social barriers to pollution prevention. Readership: Scientists and advisors in academia, government and industry engaged in encouraging, enforcing, developing and/or implementing cleaner processes and products.
