The report also deals with the need to recover hydrochlorofluorocarbons (HCFCs) for reuse. A harmonized national action plan containing a set of agreed-upon objectives and tasks is developed to provide a basis for federal and provincial programs, regulatory action, and data development.

These technologies are grouped in three categories: incineration technologies, plasma technologies, and non-incineration technologies. The document also provides information on the handling of ODS surplus quantities, including applicable regulations relating to transportation, storage, and reporting requirements.
