Book excerpt: This Environmental Assessment (EA) examines the consequences of the proposed force structure changes and facility construction at Eaker Air Force Base (AFB), Arkansas. The assessment was prepared in compliance with Air Force Regulation (AFR) 19-2, which implements the National Environmental Policy Act (NEPA) and the council on Environmental Quality (CEQ) regulations. The purpose of the EA is to provide a description and evaluation of the potential consequences of the proposed action on the human environment, including the natural or physical environment and the relationship of people with that environment. By regulation (AFR 19-2), the EA must lead to a Finding of No Significant Impact (FONSI), an Environmental Impact Statement (EIS) or a decision to take no action.

Book excerpt: During the late summer of 1989, the Air Force began a thorough review of its force structure, property, and facility requirements needed to support national security policy and future fiscal realities. As a result of this review process, the Secretary of Defense, on 29 January 1990, announced his proposal to close or realign a number of military bases. Eaker AFB, Arkansas, has been identified as a candidate for closure by late 1993. Prior to closure decisions, studies of strategic, operational, budgetary, fiscal, environmental, and local economic consequences are required under Title 10 USC 2687. In accordance with the National Environmental Policy Act (NEPA), the results of the environmental study are described in this DEIS, which includes analyses of community setting, land use and aesthetics, transportation, utilities, hazardous materials, geology and soils, water resources, air quality, noise, biological resources, and cultural and paleontological resources. Alternatives to closure of Eaker AFB analyzed in this DEIS include closure of Wurtsmith AFB, Michigan, and no action. If a decision is made to close either Eaker AFB or Wurtsmith AFB, a second EIS will be prepared to cover the final disposition/reuse of the excess property. After base closure, but prior to final decisions on reuse, a caretaker force would be established to provide maintenance of buildings, grounds, and essential utility systems, and to restrict access to the base.

These actions include the withdrawal of 14 Strategic Air Command KC-135A aircraft in the first quarter of Fiscal Year 1990, the gain of 2 Air Force Reserve KC-135E aircraft in FY 90/3, a change in primary assigned aircraft from 24 Air National Guard F-4E's to 18 OA-10's in FY 90/2. With this change in primary assigned aircraft, the Air National Guard mission would change from close air support to forward air control. The associated change in personnel at March AFB will involve a decrease of 560 active duty (full-time) military personnel, a decrease of 98 part-time military personnel, and an increase of 3 full-time civilian personnel. March AFB is a Strategic Air Command installation. It is located in southern California in Riverside County about 50 miles east of Los Angeles. The base comprises an area of about 7,000 acres in an area that is experiencing rapid urban development. This Environmental Assessment identified the following primary concerns to consider for the force structure changes: air safety, cultural resources, ecology, socioeconomics, air quality, and aircraft noise.
