Book excerpt: Following the publication of the Government's "Waste Strategy for England and Wales" in May 2000 the Environment Sub-committee of the House of Commons Select Committee on the environment , Transport and Regional Affairs resolved to investigate the progress made since the publication of its own report on sustainable waste management in June 1998. The Sub-committee is interested in examining whether the policies set out in the Government's strategy are sufficient to deliver sustainable waste management. To begin this investigation, and to inform its debate, the Sub-committee solicited written memoranda from interested parties. This publication contains the majority of the written memoranda received by the Sub-committee. Many of the memoranda deal with issues such as landfill, recycling and incineration.

Book excerpt: This report concerns the conduct of Entrust (the Environmental Trust Scheme Regulatory Body), the regulator of environmental bodies under the Landfill Tax Credit Scheme. Entrust had apparently withdrawn an offer to Dr Malcolm Aickin, following his evidence to the Committee's inquiry into sustainable waste management, to join an improvement panel set up to obtain views and make recommendations for improvements to the scheme. In its report, Delivering sustainable waste management (HCP 36-I 2000-01, ISBN 0102169012), the Committee condemned this behaviour. Concern that this action also constituted a contempt of the House initiated this further inquiry. The Committee finds that the (admitted) contempt was inadvertent, but regrets that Entrust still appear to take no view on the strategic direction of the scheme, particularly given the government's declared intention to review it.
