Their investment decisions drive job creation, the availability and affordability of goods and services for consumers, and the tax revenues governments can draw on to fund health, education, and other services. Their contribution depends largely on the way governments shape the investment climate in each location-through the protection of property rights, regulation and taxation, strategies for providing infrastructure, interventions in finance and labor markets, and broader governance features such as corruption. The World Development Report 2005 argues that improving the investment climates of their societies should be a top priority for governments. Drawing on surveys of nearly 30,000 firms in 53 developing countries, country case studies, and other new research, the Report explores questions such as: What are the key features of a good investment climate, and how do they influence growth and poverty? What can governments do to improve their investment climates, and how can they go about tackling such a broad agenda? What has been learned about good practice in each of the main areas of the investment climate? What role might selective interventions and international arrangements play in improving the investment climate? What can the international community do to help developing countries improve the investment climates of their societies? In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Bank's new program of Investment Climate Surveys, the Bank's Doing Business Project, and World Development Indicators 2004-an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

Better coordination among the three parts of the Bank Group is also among the key challenges.

Cooperation can also contribute to robust institutional frameworks and government policies that facilitate increased private sector investment, which supports low-carbon production and consumption. The studies also examines the important role played by policy indicators in successful policy implementation and how they can be linked to international incentive schemes. The contributions in this volume examine cases from institutional and national perspectives from across the globe and find that, with common but differentiated responsibility for climate policy, developed countries have to contribute more towards technological and financial support in developing countries.

Then the DFID's performance in integrating environment into development is critically examined. The Committee notes the failure of the Department to develop a coherent approach on the ground, as a damning review of country programmes has shown. It also highlights many areas where policy is poorly drafted and implemented, and where the Department's environmental expertise has been allowed to wither. The recent White Paper, 'Eliminating world poverty' (2006, Cm. 6876, ISBN 0101687621) is seen as a missed opportunity to make the environment as central to its work as the Department itself has made clear it should be.

One of the best examples of this gap is the environmental performance of multilateral development banks, which are tasked with allocating and managing approximately half of all development assistance worldwide. In the 1980s and 1990s, the multilateral development banks came under severe criticism for financing projects that caused extensive deforestation, polluted large urban areas, displaced millions of people, and destroyed valuable natural resources. In response to significant and public failures, member countries established or strengthened administrative procedures, citizen complaint mechanisms, project evaluation, and strategic planning processes. All of these reforms intended to close the gap between the mandates and performance of the multilateral development banks by shaping the way projects are approved. Giving Aid Effectively provides a systematic examination of whether these efforts have succeeded in aligning allocation decisions with performance. Mark T. Buntaine argues that the most important way to give aid effectively is selectivity - moving towards projects with a record of success and away from projects with a record of failure for individual recipient countries. This book shows that under certain circumstances, the control mechanisms established to close the gap between mandate and performance have achieved selectivity. Member countries prompt the multilateral development banks to give aid more effectively when they generate information about the outcomes of past operations and use that information to make less successful projects harder to approve or more successful projects easier to approve. This argument is substantiated with the most extensive analysis of evaluations across four multilateral development banks ever completed, together with in-depth case studies and dozens of interviews. More generally, Giving Aid Effectively demonstrates that member countries have a number of mechanisms that allow them to manage international organizations for results.
