Book excerpt: The book by Marcel Leroy investigates the broader context within which environmental and climate factors are affecting conflicts in sub-Saharan Africa, with particular emphasis on Darfur. It includes the project's in-house research, as well as twenty-five contributed articles that were developed from presentations to a conference that was held in Addis Ababa on 20-23 July 2009. At this meeting, academics (including faculty members of the three Darfur universities) and officials of agencies with responsibility for conducting humanitarian efforts and environmental management in Darfur looked at concrete avenues for addressing the crisis. Particular attention is paid to environmental and livelihood aspects of the crisis in Darfur. Conclusions are drawn regarding peace-building in areas facing resource constraints. The book includes research conducted in-house at UPEACE Africa in Addis Ababa under a project funded by the Preventive Diplomacy Programme of the Belgian Ministry of Foreign Affairs. Also included are twenty-five contributed papers that are based on presentations made at a conference which was organized by the project in Addis Ababa in July 2009.

Book excerpt: The book discusses the failure of many African governments in providing the social needs of the masses, thereby placing the citizenry on the desperate quest for economic resources. Unfortunately, in many African States, mineral resources are owned, explored and marketed by the machinery of the state. The problem arises when the masses begin to challenge state access and ownership of resources that are domiciled within their ancestral land, communities, and constituencies. Often the challenge and resistance to state ownership of resources is generated by communal or group sense of exploitation, negligence and widespread poverty in the face of high resource endowment and waste by the government officials. Paradoxically, in Niger Delta of Nigeria, as discussed in the book, the state has unleashed unlimited might upon all social groups and agitators, thereby leading to the increased act of taking arms by such groups. When the informal resource agitators succeed in arming themselves, they begin to demand social and environmental justice, thereby leading to mass armed conflict between them and the government security agencies. Sometimes, the confrontation could be between them and other rival local resource actors in the informal sector of their country’s economy bearing in mind that the resources within their jurisdiction have become the central determinant of national commonwealth. It is at that state of desperado to control access, extraction and sale of natural resources in a State, by different armed groups that the process of natural resources extraction qualifies as the most visible cause of conflicts and crises around the African continent that is the centrepiece of the book. This is quite understandable given that mineral resource is a gift of nature; and nature is that phenomenon that every human, group and nation claim to represent, or, believe to represent them.

Where the state controls the distribu tion of resources, itself inevitably becomes party to conflicts whose bone of con tention is access to state power as the most efficient means of gaining access to resources. The resources in question are social (health, education, transportation, communication, recreation, etc. ) and material (land, water, housing, jobs, con tracts, licenses, permits, etc. ). In parts of the world, and especially in Africa, di minishing resources and authoritarian state rule exacerbate group competition leading to political confrontation. This is the line I have followed in analysing conflict in the Hom of Africa (Markakis, 1987, 1998). Mohamed Salih's first contribution in this volume is to move the debate a step beyond this line, which can be criticized as unduly materialist. He does it by bringing culture into the realm of resources, not only as a resource in itself, but also as the agency that assigns natural resources their value. Culture thus becomes a contextual element in conflict over resources whose value is culturally deter mined.

This is a broad field, not only because the arbitrary line between war and sub-war violence disap pears and the analyst is confronted with phenomena reaching from criminal violence and clashes between communities to violent conflicts of long duration and civil wars with massacres and genocides as their characteristics. It is also because there are so many different types of conflicts to be analyzed, so many different types of behavior to be studied, whereas there is often little informa tion available on what is really going on. Against the background of internal conflicts, which tend to be as protracted as diffuse in terms of time, intensity, actors, and their goals, this study aims to follow a specific pathway through the current thicket of violent circumstances. It focuses on causation patterns by exploring the causal role of the environ mental factor in the genesis of violent conflicts occurring today and probably even more so tomorrow. This approach, which for once does not focus on a specific level of the conflict system, on one area in the conflict geography, or on a specific category of actors, analyzes causation dynamics.

The decline of the East-West conflict has opened up the arena for increased attention to other lines of conflict, in Europe and at the global level. Environmental disruption, not a new phenomenon by any means, is a chief beneficiary of the shift in priorities in the public debate. The Scientific and Environmental Affairs Divi sion of NATO has moved with the times and has defined environmental security as one of its priority areas for cooperation with Central and Eastern Europe and countries of the former Soviet Union. This book is the main output of an Advanced Research Workshop (ARW), held in Bolkesjl/l, Norway, 12-16 June 1996. I would like to acknowledge the personal support of L. Veiga da Cunha, Director of the Priority Area on Environmental Security. Research on these issues is now very much a collaborative effort across former lines of division in Europe. NATO encourages, indeed requires, that this be reflected in the composition of the participants, as well as the organizing committee. Chronic and worsening resource scarcities and degradations fuel these individual struggles, along with political conflicts among different groups vying to control and benefit from scarce resources. Thus, many observers agree on the importance of expanding the concept of national security in African states, but there is no consensus yet on the optimal approach for studying or improving environmental and human security problems. While there are books on human and environmental security, few past works focus on Africa or address the interests and concerns of researchers and practitioners working in such diverse fields as development, security, or environmental science. Even though the military is one of the most influential institutions in African countries, no published work to date has addressed issues related to when, how, or if national and foreign militaries should be involved in promoting human and environmental security. African Environmental and Human Security in the 21st Century fills this void by combining ten original studies that discuss important non-traditional security issues facing countries located in each region of Africa. This volume reflects a shared assumption that one must have case-specific knowledge, use multidisciplinary and multi-level conceptual frameworks, and have an appreciation of feasible and desirable public policies in order to understand and effectively address complex non-traditional security concerns. This is the first book to address a broad array of African environmental and human security issues. The book is intended to be used by beginning students, seasoned researchers, novice and experienced practitioners. The case studies expose the reader to past relevant research, while also identifying the main causes and consequences of different types of political conflicts fueled by human and environmental security problems. Each study also contains policy lessons, "best practices," or recommended future actions. Several authors addressed the proper role for outside agencies, such as AFRICOM and USAID, and provide caveats similar to the thrust of Maxie McFarland's cautionary concluding comments at the ISA panel; to wit, just because "the military is already doing a lot of nontraditional, human security type projects in Iraq and Afghanistan ...and just because the Army [and other branches of the military] can do this type of activity, "doesn't mean you want them to do it."
