Book excerpt: This short article argues that the Federal Housing Administration has suffered as a result of many of the same unrealistic underwriting assumptions that led to problems for many lenders during the 2000s. It, too, was harmed by a housing market as bad as any since the Great Depression. As a result, the federal government announced in 2013 that the FHA would require the first bailout in the agency's history. While facing financial challenges, the FHA has also come under attack for the poor execution of policies designed to expand homeownership opportunities. Leading commentators have called for the federal government to stop having the FHA do anything but provide liquidity to the low end of the mortgage market. These critics rely on a few examples of agency programs that were clearly failures, but they do not address the FHA's long history of undertaking comparable initiatives. In fact, the FHA has a history of successfully undertaking new homeownership programs. However, it also has operational flaws that should be addressed before it undertakes similar future homeownership initiatives.

Book excerpt: Rapidly changing credit and housing market conditions of the past fifteen years have markedly impacted home ownership rates. Home ownership rates in the United States have increased steadily and significantly from 1995 to 2004, from 64 percent to 69 percent. No additional increase in home ownership, in the aggregate, occurred with the expansion of non prime lending after 2004. By year-end 2008, the overall U.S. home ownership rate had fallen to a level below that of 2002. As delinquencies and foreclosures mount, putting the nation's homeowners and the economy at risk, home ownership rates continue to decline. We review the evidence pertaining to home ownership rates, explore the possible role of financial institutions in increasing home ownership in sustainable and unsustainable ways, and address the role of regulation. We review evidence suggesting how flexible lending initiatives have expanded access to home ownership. We also examine the role of non prime lending and the consequences of housing market price instability for home ownership. Fluctuations in the availability of credit for home ownership, and the global credit market collapse raise questions that we cannot answer here about the mistakes that have contributed to the current housing crisis. Nonetheless, evidence on market outcomes allows us at least to raise such questions, and explore the role of regulation in supporting responsible mortgage lending that encourages sustainable home ownership.

Housing is becoming increasingly important to health in light of urban growth, ageing populations and climate change. The WHO Housing and health guidelines bring together the most recent evidence to provide practical recommendations to reduce the health burden due to unsafe and substandard housing. Based on newly commissioned systematic reviews, the guidelines provide recommendations relevant to inadequate living space (crowding), low and high indoor temperatures, injury hazards in the home, and accessibility of housing for people with functional impairments. In addition, the guidelines identify and summarize existing WHO guidelines and recommendations related to housing, with respect to water quality, air quality, neighbourhood noise, asbestos, lead, tobacco smoke and radon. The guidelines take a comprehensive, intersectoral perspective on the issue of housing and health and highlight co-benefits of interventions addressing several risk factors at the same time. The WHO Housing and health guidelines aim at informing housing policies and regulations at the national, regional and local level and are further relevant in the daily activities of implementing actors who are directly involved in the construction, maintenance and demolition of housing in ways that influence human health and safety. The guidelines therefore emphasize the importance of collaboration between the health and other sectors and joint efforts across all government levels to promote healthy housing. The guidelines' implementation at country-level will in particular contribute to the achievement of the Sustainable Development Goals on health (SDG 3) and sustainable cities (SDG 11). WHO will support Member States in adapting the guidelines to national contexts and priorities to ensure safe and healthy housing for all.

The right to housing, as recognised in a number of international human rights instruments, can be effectively provided by ensuring the use value of land. In the case of housing, this type of use is made up of two constituents: the generic residential condition as derived from the planning use given to land and its specific use as a family home. As housing affordability depends on the changing relationships between house prices and rent, and between house prices and income, one of the main alternatives that has been used to balance the equation, is the financing of the purchase price through the mortgage market. The real estate collapse that began in 2008 is attributable to many factors but two basic issues seem to be at the root of the problem: the mixture of credits of very different qualities in financial products and the lack of reliable information with regard to both the origin of the mortgage and the real estate that guaranteed it. Therefore, in order to maintain the efficiency of the mortgage market as a mechanism to provide affordable housing in conditions of sustainability, it is necessary, with a peremptory nature, to restructure the territorial information systems in such a manner so that they rely on real estate understood not just as the object of rights but also as physical objects that form part of the territory. At the same time, one of the details that must necessarily be included in the content of land information should be the use of a property as a family home, maintaining the circuit with regard to the mortgage chain of family homes permanently identified and isolated within the primary and secondary mortgage markets, both at the time of their constitution and later when the MBSs are issued.
