Book excerpt: This bibliography is the first of a series of studies about higher education in Canada sponsored by the committee on the History of Higher Education in Canada established by the National Conference of Canadian Universities. Among its nearly 4,000 entries are included the books, pamphlets, theses, dissertations, and articles in journals and magazines which supply the context and commentary on the history of Canadian higher education. Part I of the Bibliography provides the context; our universities do not exist in a vacuum—they are part of the economic, political, religious and social life of the community. Part I, therefore, includes a section on Canadian Culture, listing histories of Canada and its provinces, of its religious and social institutions, of its art, its economy, racial groups, relations with other countries. In order to study higher education in relation to other levels of education, another section lists works concerned with educational developments and problems at all levels. Part II lists the works bearing directly on higher education in Canada, and includes sections on History and Organization, Curriculum and Teaching, The Professor, The Student. Entries are arranged in chronological order in all sections in order to present the progressive development of each topic, and a full Index enables easy reference by author. No distinction has been drawn between English- and French-language publications: Chemistry and Chimie are one subject. The relative proportion of English and French entries in a section is often significant as indicating differences in the frequency and importance of particular fields of study in our colleges.

Book excerpt: The year 2000's most significant international event was, almost certainly, neither political nor military, but scientific - the announcement, in June, that the human genome had been almost totally decoded. Future generations may well see this as a major turning point, opening the way to radical changes in diagnosis, prognosis, and medical treatment. Often compared with the space programme, this vast enterprise still generates misgivings: this new power, which human beings now have, to modify the genetic heritage of living creatures raises fundamentally new ethical questions - and society as a whole will have to find the answers. In fact, the accelerating pace of scientific and technical progress seems to be reviving atavistic anxieties, some rational, others less so. Recent public-health crises, including the mad cow disease' scare, which lasted into 2000, have fuelled these fears. The public's rejection of GMOs (Genetically Modified Organisms) - verging on a crusade in some countries - tells its own story. As regards conflict, 2000 saw the Middle East peace process grind to a halt, and the Intifada resume. In Europe, the situation in Kosovo and Chechnya, both the scenes of fighting in 1999, stayed precarious. Peace and democracy did score some successes, however, particularly in Europe: the centre-left's victory in Croatia, sweeping former President Tudjman's party off the scene, the democratic party's triumph in Bosnia, and the fall of the Milosevic regime in Serbia.

There has been comparatively little focus, however, on the historical content that students study, on how they study it and on how mastery of historical content contributes to students overall picture of a historical past. This volume gathers together recent research and theorising from around the world on key issues central to historical learning and instruction. What sense do students make of the history that they are taught? Are students able to organise historical knowledge in order to form large scale representations of the past and what difficulties can children face in doing so? What are the relationships that obtain between history as an academic discipline, as practised in universities, and history as a subject taught in schools? What can research tell us about the effects of instructional strategies that aim to help students ‘join up’ what they learn in class into meaningful historical knowledge and understanding?

Should national canons still be the foundation for the teaching of history? Do national canons develop citizenship or should they be modified to accommodate the new realities of globalization? Or should they even be discarded outright? These questions become blurred by the debates over preserving national heritages, by so-called 'history wars' or 'culture wars,' and by debates over which pedagogical frameworks to use. These canon and pedagogical debates often overlap, creating even more confusion. A misconceived “skills vs. content” debate often results. Teaching students to think chronologically and historically is not the same as teaching a national heritage or a cosmopolitan outlook. But what exactly is the difference? Policy-makers and opinion leaders often confuse the pedagogical desirability of using a ‘framework’ for studying history with their own efforts to reaffirm the centrality of national identity rooted in a vision of their nation's history as a way of inculcating citizenship and patriotism. These are the issues discussed in this volume.” Today's students are citizens of the world and must be taught to think in global, supranational terms. At the same time, the traditionalists have a point when they argue that the ideal of the nation-state is the cultural glue that has traditionally held society together, and that social cohesion depends on creating and inculcating a common national culture in the schools. From an educational perspective, the problem is how to teach chronological thinking at all. How are we to reconcile the social, political and intellectual realities of a globalizing world with the continuing need for individuals to function locally as citizens of a nation-state, who share a common past, a common culture, and a common political destiny? Is it a duty of history education to create a frame of reference, and if so, what kind of frame of reference should this be? How does frame-of-reference knowledge relate to canonical knowledge and the body of knowledge of history as a whole?

However, in the eighteenth century it became embarrassingly clear that the capacity of the past to appear as a totality under the critical control of the present eluded historical practice at every stage from research to judgement and to the critical reception of that judgement. Was history a practical but uncritical resource (the ’Temple of Fame’), or a self-enclosed critical project ever shy of ultimate truth? Technical manuals and journal reviews repeatedly reasserted fundamental criteria for acceptable historical practice, but failed to eradicate confusion between coping with and exploiting the information differentials between historical actors, historians, and readers of historical texts. The Historian’s Two Bodies offers a detailed analysis of this basic problem and its various repercussions for the competing perceptions of the historical task in eighteenth-century France while, importantly, denying itself any historical position free from such difficulties.
