Strategies and activities for managing enrollment have been defined and shared for most types of institutions, however, there is limited research on the best practices in four-year open enrollment institutions. An institution's admissions policy, such as open enrollment, may have an impact on the approaches used in strategic enrollment management plans. Performing a survey design study on enrollment management strategies and their availability, use, and effectiveness on achieving enrollment goals has helped to define best practices in developing or refining an enrollment management plan. It has also filled a gap in the literature surrounding the best practices of strategies that should be used in these types of institutions.

Book excerpt: Federal and state policies affecting higher education, like the Morrill Land Grant Act of 1832, Brown vs. Board of Education, and Higher Education Act of 1965 have posited change regarding the proliferation of diversity and expansion of access (Thelin, 2011). I analyzed BOT policies for enrollment and conducted a socio-diagnostic CDA on the implementation of admission policy to understand the impact of the policies’ implementation. I focused on 1) exploring how open enrollment (OE) policies were constructed, 2) how institutions adopt and interpret these policies, and 3) how individuals at the institution enact these policies, by conducting a discourse-historical analysis (DHA). Open enrollment has been extensively studied at junior colleges. However, the impact of open admissions (OA) at 4-year institutions has not been intensely engaged despite its use at these types of institutions. This has left professionals to draw implications for practice from universities and colleges that are different than the ones in which they work. There are conditions that could inhibit the effectiveness of education policy implementation to include: “a lack of focus on the implementation processes when defining policies at the system level; a lack of recognition that the core of change processes require engaging people; and the fact that implementation processes need to be revised to adapt to new complex governance systems” (Viennet & Pont, 2017, p. 6). I conducted a case study investigation of open enrollment policy at a 4-year public university to understand its implementation and impact on the student experience. I used discourse-historical analysis to guide my analysis of the data. Implications were creation of a student profile, resource support matrix, and rethink of policy implementation.

Book excerpt: Institutions of higher education (IHEs) engage in practices that mirror the operations of businesses, including execution of ongoing strategic management initiatives, particularly in marketing and admissions. IHEs benefit from building profiles of target customers (i.e., prospective students) and using these data to enhance recruitment campaigns. In addition to prospect-specific information, IHEs can utilize data in the external environment related to competitor institutions, market insights and knowledge, benchmarks, and other external data. Further, ongoing organizational learning activities enable processes and routines to be improved over time, with changes to contemporary practices building on, and incorporating learning from, knowledge gained from past practices. This study investigated IHEs' acquisition of external information, communication of information within the institution, and use of knowledge gained from enhanced organizational communication for the purposes of gaining or sustaining a competitive advantage. This study contributes to literature tying key strategic management frameworks to recruitment efforts in higher education, focusing on absorptive capacity and strategic learning capability in marketing and admissions. Absorptive Capacity (ACAP) allows institutions to take advantage of market information when it is assimilated across the organization. Strategic Learning Capability (SLC) describes an organization's ability to adjust organizational strategy based on acquired strategic information. Explored together in this study, these two capabilities encompass how external information is identified, shared, and utilized. In addition, the study explores the capacity of marketing and admissions units within IHEs to adapt practices in response to information acquired through Strategic Learning Capability. The overarching research question for this survey-based exploratory study is: To what extent are ACAP and SLC behaviors associated with improved outcomes in recruitment and enrollment at four-year institutions? The findings indicate that there are statistically significant but generally modest associations between ACAP/SLC and selected outcome measures in marketing and admissions.
