That such a survey is timely cannot be overemphasized; the point is well argued in the introduction to the book, which shows how discussions of the last decades stressed the importance of capital operating time as an economic variable in a series of distinct but interrelated topics, from growth theory to employment policies. Nowadays still more than ever in the past, production not only requires capital as well as labour but also depends on varied and complex forms of work organization, which tie more or less closely to one another the uses of the two main factors. In industry and services labour needs many pieces of capital for efficient production, some operating permanently others assisting when needed. Many, even among the most modem equipments, cannot well function without constant guidance or control by human labour. The cost of interrupting some industrial processes is so high as to impose continuous operation. The timing for the provision of many services has to be patterned in accordance with the rhythms of activities or requirements of those demanding these services, and so on. This interplay is so complex that its particularities were, and still are most often, fully neglected in statistical information and in economic analysis.

Book excerpt: The peristence of European unemployment stands in striking contrast to the cyclical pattern of unemployment in the US. Many people attribute the rise in European unemployment to increased imbalances between the pattern of labour demand and supply - in other words, to greater mismatch, but existing mismatch indicators do not support this view. However, the obvious inference is not legitimate because the evidence is based on trended data, and thus gives rise to spurious statistical results. To get around the problem, the author uses the dynamic flow approach to structural unemployment and disaggregated data. The reader will find new results on "non-spurious" mismatch tendencies, occupational reallocation, the matching of apprentices, and the importance of matching and mobility for wage differentials.

African populations have high growth rates and, consequently, relatively high proportions of young people. Population growth in rural areas has stretched resources leading to urban migration and a rapid growth of cities. Economies have not grown apace with the population; and in some countries, economies have even shrunk. The result is a severe lack of resources in cities to meet the needs of the growing populations, shown in high unemployment, inadequate housing, poor services, and often extreme poverty. All the essays in this book draw attention to such urban environments, in which children and youth have to live and survive. The title of this book speaks of negotiating livelihoods. The concept of ‘livelihood’ has been adopted to incorporate the social and physical environment together with people’s responses to it. It considers not only material, but also human and social resources, including local knowledge and understanding. It, thus, considers the material means for living in a broader context of social and cultural interpretation. It, therefore, does not deal only with material and economic existence, but also with leisure activities, entertainments and other social forms of life developed by young people in response to the dictates of the environment.
