Book excerpt: During the early and mid-1990s, when the military reduced personnel levels, retention was not a primary concern. However, DOD and Congress have long recognized that some servicemembers, particularly those in certain technical areas, can be difficult to retain. In 1998, DOD raised concerns about retention overall and about the quality and readiness of its forces. In testimony before the Senate Armed Services Committee in September 1998, the members of the Joint Chiefs of Staff testified that retention rates had declined force-wide and within specific critical occupations. In response to these concerns, Congress increased military pay across-the-board and repealed legislation that lowered retirement benefits for some military personnel. In the last quarter of fiscal year 2000, the services reported they were generally successful in retaining more personnel at the aggregate level but were still concerned about readiness in selected critical skill areas.

Book excerpt: This thesis investigates social, environmental, and economical factors that influence the enlistees' decision to reenlist or leave the U.S. Navy. Results are presented both at the aggregate level, and for each of the largest ratings separately. A model for computation of the U.S. Navy's savings by retaining their personnel, along with a sensitivity analysis of some of the involved variables, are also included. The main conclusions of the study are: (a) Retention controlling policies should be decided upon in accord with separate studies of each rating; (b) It is suggested that pay differentiation and different promotion patterns be established for enlistees with different background and different civilian work opportunities, to make the U.S. Navy more competitive (and to reduce rent for some personnel categories); (c) Objective information ot the enlistees about civilian earning opportunities may improve retention; (d) It should be considered to eliminate the contract system after the first four years of service; and (e) It should be considered to use a higher propagation of older enlistees at sea duty. Book excerpt: Responses made by members of four representative ratings to the job satisfaction items on the Navy Occupational Task Analysis Program (NOTAP) surveys were analyzed to determine the relationship between job satisfaction and intent to reenlist. Response data obtained from enlisted personnel in a survey of career counselor effectiveness were analyzed to determine actual reenlistment behavior, since this information could not be obtained from NOTAP data. Results showed that enlisted personnel were most satisfied with aspects of the work itself and their relations with others and least satisfied with aspects related to military life. Those in lower pay grades and those nearing the end of their first enlistment were least satisfied with aspects of both work and military life. Aspects related to the work itself predicted overall job satisfaction, while those related to military life predicted reenlistment intent. Reenlistment intent was highly related to actual reenlistment, while other variables (including job satisfaction) added little to prediction of enlistment. (Author).

Available in PDF, EPUB and Kindle. Book excerpt: From FY 1992 to FY 1994, the Navy's Zone B retention rate for enlisted personnel fell by 13 percentage points. Zone B refers to sailors in their seventh to tenth year of service. The Center for Naval Analyses (CNA) studied this drop in retention and found that the FY 1994 rate was about 5 percentage points below the rate projected in the post-drawdown steady state. The study also concluded that Navy draw-down policies could explain 8 percentage points of the 13-point decline in retention seen between FY 1992 and FY 1994. Of those 8 points, 2.5 were attributed to monetary separation incentives. However, the effects of any Navy policy are difficult to pinpoint because of the large number of factors at play that also affect retention. For example, the drawdown coincided with an upturn in the civilian economy, which may have also contributed to the drop in retention from FY 1992 to FY 1994. In response, N1 tasked CNA to develop a predictive model that would: (1) Provide a general foundation for analysts to relate changes in Zone B retention to changes in Navy policy and in the career and personal characteristics of enlisted personnel; and (2) Quantify the effect of drawdown programs on the recent drop in Zone B retention.

Book excerpt: A significant relationship exists between work/non-work factors and retention plans among enlisted military personnel (Wilcove, Schwerin, & Wolosin, 2003; Hindelang, Schwerin, & Farmer 2004). An examination of quality of life (QOL) survey data found that married enlisted Sailors with children who were satisfied with non-work factors (i.e., personal development, shipboard life, standard of living/income, relationship with children, marital relationship, health) were more likely to display reenlistment intentions whereas satisfaction with work factors (i.e., professional development, shipboard life, overall QOL) was related to reenlistment intentions only indirectly through its positive effect on organizational commitment (Wilcove, Schwerin, & Wolosin, 2003). Female officers are often overlooked in military QOL research, however they face the same, if not more difficult work/family conflicts than their civilian counterparts or their male military compatriots. Data from the 2002 Navy Quality of Life Survey were used to examine life domains where work/family conflict has the greatest impact on retention. Hierarchical regression was used to identify life domains (e.g., family factors, job experiences, job satisfaction, and commitment) that are key drivers of retention intent among female Naval officers. By identifying areas that are strongly related to female officer retention intentions, policymakers can explore developing strategies to support female officers, such as family support programs, mentoring programs, or professional support networks.
