L’expérience des économies développées et émergentes démontre que le produit intérieur brut (PIB) par habitant augmente avec la progression de l’urbanisation. Néanmoins, l’économie de la Côte d’Ivoire affiche des performances insuffisantes sur le plan de l’urbanisation. L’urbanisation et le revenu par habitant ont une corrélation négative depuis la fin des années 1970, et la pauvreté augmente. Au lieu d’envisager le développement des villes individuellement, un plan d’urbanisation réussie devrait considérer les villes de la Côte d’Ivoire comme un portefeuille d’actifs qui se distinguent les uns des autres par leur taille, leur emplacement et la densité de leur population. Les auteurs de L’Urbanisation diversifiée : Le cas de la Côte d’Ivoire identifient trois types de villes, fondées sur leurs contributions à la croissance et à la création d’emplois : les connecteurs globaux ; les connecteurs régionaux, situées le long des corridors d’échanges et des transports régionaux ; et les connecteurs locaux, qui génèrent les économies de localisation nécessaires à l’agro-industrie. Les parties prenantes des administrations nationales et infranationales et du secteur privé ont formulé une vision commune de l’urbanisation en Côte d’Ivoire : « villes planifiées, structurées, compétitives, attractives, inclusives et organisées autour de pôles de développement ». Afin de réaliser cette vision et d’atteindre le statut de pays à revenu intermédiaire, les décideurs politique ivoiriens doivent agir de toute urgence pour promouvoir une urbanisation diversifiée pour tous les types de villes. Cette présente étude identifie des contraintes principales et des enjeux dans quatre domaines : la planification, les connexions, l’écologisation, et le financement des villes.

At the heart of this heritage lie the medinas - the historic city centres, often dating back to medieval times. A source of pride and collective belonging, they have nevertheless been subject to neglect and decay under the combined pressures of demographic growth, urbanization and modernization. At present, the historic city centres are in danger of being irreversibly marginalized. Even though the cultural heritage value of these historic city centres is now widely recognized, no coherent restoration policy is being implemented - only a number of historic monuments and prestigious building are being restored or converted into expensive hotels and restaurants. The dilemma between preserving the physical fabric of the medinas and protecting the social context remains unresolved. The Medina brings together a team of experienced professionals, including urban planners, architects, economists, sociologists, financial experts and representatives from international organizations and Mediterranean governments, to address the pressing problem of how to revitalise and restore the medinas in a sustainable way. Arguing for a comprehensive and integrated approach, the authors set out different scenarios for the development of these historic urban centres and strategies for their restoration. The first part of the book provides an introduction to the problems and issues involved in restoration. Importantly it does so against a backdrop of the economic, social and urban development that the countries are predicted to undergo. The second part provides examples of different medinas - including Damascus, Cairo, Meknes, Azzemmour - and presents important material on the financing of such initiatives. It is expected that by 2030 nearly 80 per cent of the inhabitants of the Mediterranean countries will live in towns. This represents an enormous challenge and suggests that the region's social and economic future will largely depend on management of the urban reality. Controlling the development of the heart of the towns and cities, and in particular the medinas, will play a vital role in preserving the cultural and social capital of the Mediterranean countries whilst retaining their considerable potential as attractions. This important and timely book presents a unique and pioneering contribution to realising that aim.

Book excerpt: Côte d’Ivoire seeks a development strategy to reach middle-income status—a challenge that would require annual growth rates averaging 10 percent over the next 13 years. Global experience of both developed and emerging economies shows that GDP per capita rises with increased urbanization. However, Côte d’Ivoire’s economy is underperforming relative to its level of urbanization. The country’s urbanization has been negatively correlated with income per capita since the late 1970s, and poverty has been increasing. Rather than consider development of cities individually, successful urbanization plans in Côte d’Ivoire should consider the country’s cities as a portfolio of assets, each differentiated by characteristics that include size, location, and density of settlements. The authors of Diversified Urbanization: The Case of Côte d’Ivoire identify three types of cities on the basis of their contribution to growth and job creation: Global Connectors, Regional Connectors along major corridors for regional transport and trade, and Domestic Connectors of localization economies for agribusiness. Stakeholders from the national government, local governments, and the private sector have a shared vision for urbanization in the country—cities that are planned, structured, competitive, attractive, inclusive, and organized around development poles. To achieve this vision and the goal of middle-income status, Ivorian policy makers need to act urgently to support diversified urbanization across all city types. This book identifies important constraints and opportunities along four dimensions: planning, connecting, greening, and financing cities.

It radically reverses the official version of the history of world cities as narrated during decades: slums are not at the margin of the contemporary process of urbanization; they are an integral part of it. Taking slums as its central focus and regarding them as symptomatic of the ongoing transformations of the city, the book moves to the very heart of the problem in urban planning. The book presents 16 case studies that form the basis for a theory of the slum and a concrete development manual for the slum. The interdisciplinary approach to analysing slums presented in this volume enables researchers to look at social and economic dimensions as well as at the constructive and spatial aspects of slums. Both at the scientific and the pedagogical level, it allows one to recognize the efforts of the slum’s residents, key players in the past, and present development of their neighborhoods, and to challenge public and private stakeholders on priorities decided in urban planning, and their mismatches when compared to the findings of experts and the demands of users. Over the centuries, it took shape in part from a dense substratum of villages. With the economic liberalisation of the 1980s, it encountered several obstacles to its expansion: absence of a real land market, high population densities, the government's food self-suffciency policy that limits expropriations of land and the water management constraints of this very vulnerable delta. Since the beginning of the new millennium, the change in speed brought about by the state and by property developers in the construction and urban planning of the province-capital poses the problem of integration of in situ urbanised villages, the importance of preserving a green belt around Hà Nội and the necessity of protection from flooding. The harmonious fusion of city and countryside, which has always constituted the Red River Delta's defining feature, appears to be in jeopardy. Working from a rich body of maps and field studies, this collective work reveals how this grass-roots urbanisation encounters 'top-down' urbanisation, or metropolisation. By combining a variety of disciplinary approaches on several different scales, through a study of spatial issues and social dynamics, this atlas not only enables the reader to gauge the impact of major projects on the lives of villages integrated into the city's fabric but also to re-establish the peri-urban village stratum as a fully-fledged actor in the diversity of this emerging metropolis.
