Book excerpt: Les fluctuations du débit et des niveaux d'eau du fleuve Saint-Laurent, naturelles ou résultant des activités humaines, préoccupent les divers intervenants (organismes gouvernementaux, scientifiques, industries, grand public) engagés depuis plusieurs années dans la gestion de l'eau et de ses usages, ainsi que dans la conservation de l'intégrité physico-chimique et biologique de l'écosystème. Ces préoccupations sont d'autant plus justifiées qu'elles se situent aujourd'hui dans un contexte de changements climatiques susceptibles d'influencer fortement les décisions politiques socioéconomiques et environnementales. Depuis plusieurs années, les scientifiques d'Environnement Canada s'intéressent à cette problématique des fluctuations de débit et de niveaux d'eau dans la portion fluviale du Saint-Laurent. Bon nombre de ces travaux ont été effectués dans le cadre, notamment, de la Commission mixte internationale et, plus particulièrement, du Groupe d'étude international sur le lac Ontario et le fleuve Saint-Laurent, dont le mandat est d'évaluer les critères et les procédures servant s̀ la régularisation des débits du lac Ontario et à la gestion des niveaux d'eau du lac et du fleuve Saint-Laurent. Le document que vous allez lire est le fruit du travail de plusieurs de ces scientifiques d'Environnement Canada. C'est en quelque sorte la synthèse des connaissances et de certaines recommandations quant à l'impact que les fluctuations des débits et des niveaux d'eau peuvent avoir sur différentes composantes environnementales et socio-économiques.

While ecoregions or environmental regions are defined on ecological boundaries rather than administrative criteria, ecoregionalism is the idea that regional dynamics should cluster around ecoregions, while ecoregionalization is the tendency of regional dynamics to cluster around ecoregions. Focusing on the international level, this book presents six cases of ecoregional processes from around the world and the regional environmental agreements: two are terrestrial, the Alps and the Andes; two are marine, the Mediterranean Sea and the Baltic Sea; two are related to freshwater ecosystems: the Amu Darya in Central Asia and the Great Lakes in North America. The book analyzes both ecoregional processes focused on the environment, as well as intersectoral ecoregional processes. The case studies are analyzed based on the ecoregional governance framework, developed by the author for this book. Despite the diversity of context, the similarity of the governance system of the six cases is striking. Several recurring patterns have been identified, which may also extend to the subnational level. They are not design principles, but may be taken into consideration for the design or redesign of current and future regional environmental agreements and processes.
