Book excerpt: The Impoundment Control Act (ICA), established a new framework for congressional notification and review of rescissions requested by a President. The 1974 law requires the President inform Congress of all proposed rescissions in a special message, containing specified information on each proposed rescission. With regard to congressional oversight of presidential rescissions, the ICA provides that the funds must be made available for obligation unless both houses of Congress take action to approve a rescission request included in the message received from the President within 45 days of "continuous session"; days in which either chamber is in recess for more than three days are not counted. Book excerpt: This paper investigates the short-term effects of fiscal consolidation on economic activity in OECD economies. We examine the historical record, including Budget Speeches and IMFdocuments, to identify changes in fiscal policy motivated by a desire to reduce the budget deficit and not by responding to prospective economic conditions. Using this new dataset, our estimates suggest fiscal consolidation has contractionary effects on private domestic demand and GDP. By contrast, estimates based on conventional measures of the fiscal policy stance used in the literature support the expansionary fiscal contractions hypothesis but appear to be biased toward overstating expansionary effects.
