Book excerpt: With the rapid evolution of the global defense management environment, an innovative strategy to reinforce the international competitiveness of the National Defense Industry (NDI) through competitiveness analysis is required. Thus, it is necessary to develop appropriate models for analyzing the Korean NDI and to conduct competitiveness analysis by using the developed model. For the purpose of analyzing the international competitiveness of the Korean NDI, the researcher reviews the characteristics and problems for various existing models and the competitiveness analysis results for other civil industries. He then compares the attributes of the NDI with civil industries and analyzes the critical technology competitiveness of the NDI for major nations. In addition, he examines the defense policies under the worldwide reform of the defense management environment and the global change of the international defense market. The researcher develops the Pentagon-Defense 8 Factors (P-D8F) model, a proposed optimum analysis model for the NDI, by applying the results of the analysis for various existing models while considering the unique characteristics of the NDI. He then analyzes the international competitiveness of the Korean NDI by using the P-D8F model, and derives the reinforcement strategy to enhance the global competitiveness for the Korean NDI. Finally, he suggests a possible defense acquisition policy to promote the desired technological innovation and to improve the management environment effectively.

Book excerpt: The United States national security and military strategies articulate the need to transform our forces and major defense institutions to meet the challenges of the 21st century. The defense acquisition process and its industrial base comprise a significant economic institution in need of transformation to ensure that research, development, and acquisition efforts remain relevant to current, future, and emergency national security requirements. Transformation, therefore, must include efforts to improve the defense acquisition process that would subsequently enable it to deliver products and services that provide desired capabilities. Perpetual suggestions of acquisition reform often focus on regulatory and statutory leverage and process reform. Acquisition reform, stable appropriations, spiral development, and innovative collaboration" are valuable recommendations. However, few of them offer the significant benefits derived through market leverage, namely competition. This paper reviews the weary acquisition process, the changing industrial landscape, and an emerging government policy, then analyzes some ways the DoD should consider to leverage market conditions and improve competition as a means to transform the defense industrial base. Competition can help reduce cycle times, lower costs, and improve innovation and weapon systems performance throughout the weapon systems lifecycle, from development through sustainment. Moreover, competition will be imperative early in the R & D phases, given the growing enthusiasm for evolutionary acquisition and quicker development and production cycle times. As witnessed in both commercial and defense industries, competition not regulation, compels industry to integrate advanced technologies into producible systems and deploy them to the marketplace in this case the warfighter-in the shortest time practicable.

Book excerpt: Assessment to Enhance Air Force and Department of Defense Prototyping for the New Defense Strategy is the summary of a workshop convened by the Air Force Studies Board of the National Academies' National Research Council in September 2013 to enhance Air Force and Department of Defense (DoD) prototyping for the new defense strategy. This workshop examined of a wide range of prototyping issues, including individual recommendations for a renewed prototype program, application of prototyping as a tool for technology/system development and sustainment (including annual funding), and positive and negative effects of a renewed program. Prototyping has historically been of great benefit to the Air Force and DoD in terms of risk reduction and concept demonstration prior to system development, advancing new technologies, workforce enhancement and skills continuity between major acquisitions, dissuasion of adversaries by demonstrating capabilities, maintaining technological surprise through classified technologies, and an overarching strategy of overall risk reduction during austere budget environments. Over the last two decades, however, many issues with prototyping have arisen. For example, the definitions and terminology associated with prototyping have been convoluted and budgets for prototyping have been used as offsets to remedy budget shortfalls. Additionally, prototyping has been done with no strategic intent or context, and both government and industry have misused prototyping as a key tool in the DoD and defense industrial base. Assessment to Enhance Air Force and Department of Defense Prototyping for the New Defense Strategy envisions a prototyping program that encourages innovation in new concepts and approaches and provides a means to assess and reduce risk before commitment to major new programs.
