The previous government significantly intensified Australia’s relationship with the United States, and it is now in the best shape it has ever been in. In this regard, the smoothness with which the US alliance has transferred to the Rudd Government, is outstanding to the strength of the alliance that John Howard had recognized with the United States of America. This is a permanent legacy that will help Australia and hopefully the government in greater strategic relationships. In the past eleven and half years, both defence and economic ties were improved, with the Australia-United States treaty of Defence Trade Co-operation and United States-Australia free trade agreement correspondingly. Therefore, the Australia-US relationship should only strengthen in the next ten years built on shared values, interest, mutual respect and similar outlooks on global affairs. In this regard, I would argue that Australia at the moment is more dependent on China for its growing economy but initiatives such as the annual bilateral strategic dialogue between both Countries which the previous government initiated last year is an important step towards developing closer security links in the future. I am also confident that Australia escalating economic relationships with China will coincide with the greatest dialogue on security matters, which should reflect shared mutual interests and values. On the other hand, the United States have been building the security umbrella in Asia-Pacific after World War II, from Japan and South Korea in the North, to Philippine, Thailand, Australia and New Zealand in the South to protect its security and interests in Asia-Pacific from communist threats like communist China.

For most of this period, the public showed little interest in defence and security policy and possessed limited knowledge about the strategic options available. The principal post-war exception to this pattern is, of course, the Vietnam War, when political divisions over Australia’s support for the U.S.-led action eventually resulted in the withdrawal of troops in 1972. The period since 2001 has seen a fundamental change both in the public’s views of defence and foreign affairs, and in how these issues are debated by political elites. This has come about as a result of major changes in the strategic environment such as a heightened public awareness of terrorism, party political divisions over Australia’s military commitment to the 2003-11 Iraq War and the increasing overlap of economic and trade considerations with defence and foreign policies, which has increased the public’s interest in these issues. Book excerpt: The United States’ National Technology and Industrial Base (NTIB) is a congressionally-mandated policy framework that is intended to foster a defence free-trade area among the defence-related research and development sectors of the United States, Canada, Australia and the United Kingdom. To date, however, the NTIB has only managed to facilitate limited bilateral cooperation between some members, falling well short of its goal. The US defence export control regime is one of the biggest barriers to NTIB integration. Specifically, bureaucratic fragmentation, its failure to treat trusted allies differently from other partners and its leaders’ reluctance to attempt politically costly reform are significant barriers to progress. Canberra’s ability to maintain its own competitive military advantage and to serve as an effective ally of the United States in the Indo-Pacific is threatened by real and growing opportunity costs in an age of rapid strategic and technological change that Australia and Australian industry face as a result of slow NTIB implementation. Australian leaders should elevate NTIB progress to the political level and accelerate efforts to make a strategic case in Washington as to why extensive and ambitious implementation of NTIB’s original vision is urgently needed.

The Biden administration’s focus on long-term systems competition with China overlooks the urgency of near-term competition in the Indo-Pacific. 5. The Biden administration has placed strategic competition with China at the top of its foreign and security policy agenda. It has sought to balance US-China rivalry with opportunities for cooperation and efforts to stabilise the regional order. 6. It has recognised the need to do more in Southeast Asia, but its success may be limited by its approach to competition with China and lack of an economic strategy. 9. The Biden administration, like its predecessors, lacks an economic strategy for the Indo-Pacific region. This major weakness in regional policy is driven by US protectionist trade preferences at home. Proposed initiatives on digital trade and infrastructure cannot compensate for the absence of a comprehensive trade-based economic approach. 10. The Biden administration views China as a predominantly long-term military challenge. Its efforts to minimise spending on US forward posture in the region suggest it may be less committed to a strategy of deterrence by denial to prevent Chinese aggression. Recommendations for the Biden administration To compete for influence in the Indo-Pacific, the Biden administration should: 1. Clearly identify the Indo-Pacific region as its foreign and defence policy priority and marshal resources accordingly. 2. Articulate clear goals for its relationship with China and its strategic position in the Indo-Pacific region. 3. Avoid emphasising ideological competition with China and instead focus on maximising its influence by responding to regional needs. 4. Signal its commitment to a strategy of deterrence by denial to prevent Chinese aggression and bolster its investments in Western Pacific military posture to reinforce its credibility. 5. Empower its allies to assume greater responsibility for their own defence requirements by reducing legislative and political obstacles to allied self-strengthening. 6. Pay special attention to Southeast Asia as a region of strategic importance, given its geography, size and the fluidity of its alignment dynamics. 7. Clearly signal that it is committed to mutually beneficial economic engagement with the Indo-Pacific and adopt trade and investment strategies that reinforce its role as an indispensable resident economic power.
