Viewed as a continent of wars, famines and entrenched poverty in the late 1990s, there is now a focus on “Africa rising†? and an “African 21st century.†? Two decades of unprecedented economic growth in Africa should have brought substantial improvements in well-being. Whether or not they did, remains unclear given the poor quality of the data, the nature of the growth process (especially the role of natural resources), conflicts that affect part of the region, and high population growth. Poverty in a Rising Africa documents the data challenges and systematically reviews the evidence on poverty from monetary and nonmonetary perspectives, as well as a focus on dimensions of inequality. Chapter 1 maps out the availability and quality of the data needed to track monetary poverty, reflects on the governance and political processes that underpin the current situation with respect to data production, and describes some approaches to addressing the data gaps. Chapter 2 evaluates the robustness of the estimates of poverty in Africa. It concludes that poverty reduction in Africa may be slightly greater than traditional estimates suggest, although even the most optimistic estimates of poverty reduction imply that more people lived in poverty in 2012 than in 1990. A broad-stroke profile of poverty and trends in poverty in the region is presented. Chapter 3 broadens the view of poverty by considering nonmonetary dimensions of well-being, such as education, health, and freedom, using Sen's (1985) capabilities and functioning approach. While progress has been made in a number of these areas, levels remain stubbornly low. Chapter 4 reviews the evidence on inequality in Africa. It looks not only at patterns of monetary inequality in Africa but also other dimensions, including inequality of opportunity, intergenerational mobility in occupation and education, and extreme wealth in Africa.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Book excerpt: This report focuses on the risks of climate change to development in Sub-Saharan Africa, South East Asia and South Asia. Building on the 2012 report, Turn Down the Heat: Why a 4°C Warmer World Must be Avoided, this new scientific analysis examines the likely impacts of present day, 2°C and 4°C warming on agricultural production, water resources, and coastal vulnerability. It finds many significant climate and development impacts are already being felt in some regions, and that as warming increases from present day (0.8°C) to 2°C and 4°C, multiple threats of increasing extreme heat waves, sea-level rise, more severe storms, droughts and floods are expected to have further severe negative implications for the poorest and most vulnerable. The report finds that agricultural yields will be affected across the three regions, with repercussions for food security, economic growth, and poverty reduction. In addition, urban areas have been identified as new clusters of vulnerability with urban dwellers, particularly the urban poor, facing significant vulnerability to climate change. In Sub-Saharan Africa, under 3°C global warming, savannas are projected to decrease from their current levels to approximately one-seventh of total land area and threaten pastoral livelihoods. Under 4°C warming, total hyper-arid and arid areas are projected to expand by 10 percent. In South East Asia, under 2°C warming, heat extremes that are virtually absent today would cover nearly 60-70 percent of total land area in northern-hemisphere summer, adversely impacting ecosystems. Under 4°C warming, rural populations would face mounting pressures from sea-level rise, increased tropical cyclone intensity, storm surges, saltwater intrusions, and loss of marine ecosystem services. In South Asia, the potential sudden onset of disturbances to the monsoon system and rising peak temperatures would put water and food resources at severe risk. Well before 2°C warming occurs, substantial reductions in the frequency of low snow years is projected to cause substantial reductions in dry season flow, threatening agriculture. Many of the worst climate impacts could still be avoided by holding warming below 2°C, but the window for action is closing rapidly. Urgent action is also needed to build resilience to a rapidly warming world that will pose significant risks to agriculture, water resources, coastal infrastructure, and human health.

Regional growth in 2018 is below the pace projected in 2018 October issue of Africa's Pulse {0.4 percentage points lower). This slowdown was more pronounced in the first half of 2018 and it reflected weaker exports among the region's large oil exporters (Nigeria and Angola) due to dwindling oil production amid higher but volatile international prices for crude petroleum. A deeper contraction in Sudanese economic activity and a broad-based growth slowdown among non-resource-intensive countries also played a role. Sub-Saharan African countries with fragile context have made considerable efforts to find a way out of fragility. Regional and sub-regional economic organizations are promoting economic cooperation and addressing security and peace challenges that go beyond national borders. The special topic of this issue of Africa's Pulse argues that the digital economy can unlock new pathways for inclusive growth, innovation, job creation, service delivery and poverty reduction in Africa. The continent has made. great strides in mobile connectivity; however, it still lags the rest of the world in access to broadband. Only 27 percent of the population in the continent have access to internet, few citizens have digital IDs, businesses are slowly adopting digital technologies and only few governments are investing strategically in developing digital infrastructure, services, skills, and entrepreneurship.

It is against this background that this book has been produced. It includes papers written by scholars, social movements, practitioners and members of governmental agencies, pursuing research and/or executing climate change projects in coastal areas and working with coastal communities. Book excerpt: In the Arab States, the causes of crises, food insecurity, malnutrition and vulnerability to climate change impacts are deeply interlinked and require multifaceted responses. The Arab region is home to rising levels of conflict and the world's largest population of refugees and displaced people. Simultaneously, it is now the planet's most water scarce and food-import-dependent region, and the only region where malnutrition rates have been rising. Overexploitation of natural resources in the region has also led to severe ecosystem degradation. Poor land and water management are reducing the potential provision of already limited ecosystem services. The impacts of climate change are exacerbating the existing challenges of sustainably managing limited natural resources. Climate change-related desertification has expanded in the Arab region, greatly increasing the vulnerability of the local population. In fragile countries such as Somalia, illegal armed groups such as Al-Shabaab have increasingly attracted young people, who are affected by drought-induced food insecurity and have limited job prospects.To conquer such challenges, the United Nations Development Programme (UNDP) is supporting countries in the four sub-regions of the Arab region (Mashreq, Maghreb, Arab Gulf and Horn of Africa) to adapt to climate change impacts and to prepare for disaster risks. These countries include some of the least developed countries (LDCs), namely: Djibouti, Somalia, Sudan, and the Republic of Yemen; Tunisia in the Maghreb; and the Arab Republic of Egypt, Iraq, Jordan, Lebanon and the occupied Palestinian territories in the Mashreq. UNDP projects have aimed to improve natural resource governance and management while balancing socio-economic needs and environmental protection. Currently, UNDP's Climate Change Adaptation (CCA) portfolio includes two projects in Djibouti and Sudan in addition to single projects in Egypt, Somalia, Tunisia and Yemen. The first UNDP CCA project in the Arab region was launched in Egypt in 2010 with financing from the Global Environment Facility's (GEFs) Special Climate Change Fund (SCCF). Since then, the portfolio includes ongoing projects with a total financing of approximately US$42 million, primarily financed by GEF, the Adaptation Fund (AF) and UNDP. Most recently, UNDP has also supported Egypt in accessing financing from the Green Climate Fund (GCF) for coastal adaptation. In parallel to GEF supported initiatives, UNDP has also supported Djibouti, Egypt, Iraq, Jordan, Lebanon, the occupied Palestinian territories, Somalia, Sudan and Tunisia in disaster risk reduction and recovery with projects from 2005-2016 valued at US$151 million, through support of UNDP resources and bilateral donors like Canada, European Commission, Iceland, Japan, Kuwait, Switzerland and the US.The purpose of this publication is to detail lessons learned from UNDP's Climate Change Adaptation work and achievements in the Arab region on achieving sustainable and lasting results. Some lessons include building local capacity at all levels to ensure a project's long-term viability, decentralizing infrastructure management, implicating community-based organizations, and promoting resilience of vulnerable populations through livelihood diversification. Providing populations with access to adapted financial services such as Weather Index Insurances (WII) linked with microfinance services was found to support rural populations to become more resilient to climate induced damages. The immediate objective of this publication is not only to share experiences with a wider audience, but also to inform future CCA programming. The publication furthermore acts as a call to action to facilitate a long-term coordinated approach to increasing the resilience of countries most vulnerable to climate change in the region.

Book excerpt: Food insecurity at the national and household level not only is a consequence of conflict but can also cause and drive conflicts. This paper makes the case for an even higher priority for food securityrelated policies and programs in conflict-prone countries. Such policies and programs have the potential to build resilience to conflict by not only helping countries and people cope with and recover from conflict, but also contributing to preventing conflicts and supporting economic development more broadlythat is, helping countries and people become even better off. Based on this definition and a new conceptual framework, the paper offers several insights from four case studies on Egypt, Somalia, Sudan, and Yemen. First, conflicts are often related to other shocks such as economic crises, price shocks, and natural disasters. Second, increasing subsidies is a favored policy measure in times of crisis; however, such measures do not qualify as resilience building. Third, climate change adaptation should be an integral part of conflict prevention in part because climate change is expected to significantly increase the likelihood of conflict in the future. Fourth, building price information systems, introducing and expanding credit and insurance markets, geographic targeting of social safety nets, and building functioning and effective institutions are key measures for building resilience to conflict. Finally, the paper points to several important knowledge gaps.
