Book excerpt: This policy guide is drawn from the results of the FAO Project “Strengthening Agricultural Water Efficiency and Productivity at the African and Global Level” funded by the Swiss Agency for Development and cooperation (SDC). The long term vision of the project was that the in-country findings and processes which are of common nature can be synthesized and scaled up to other countries in a regional cooperation process and globally. This will eventually lead to the increase of investment in Agricultural Water Management (AWM) in the targeted countries – and beyond – that is socially equitable, profitable at the farm level, economically viable, environmentally neutral or positive, and sustainable. The Guide focuses on the specific component of Enhancing Water Use Efficiency at small scale irrigation as one of the major outputs of the project. While creating and implementing Water Use Efficiency (WUE) measures at field level, existing policy frameworks were mapped and analyzed, and recommendations were defined as scalable policy instruments with the aim to demonstrate case-specific experiences to the collectively agreed goal of using water resources efficiently.

Book excerpt: Water scarcity has become one of the greatest challenges facing humankind today. Its scarcity is compounded by climate change and increasing demand from a growing population. In South Africa, over 60% of the available freshwater resources are used in agriculture, mainly in irrigated agriculture. There is an urgent need to promote sustainable irrigation technologies that optimize food production without increasing water applied and with positive environmental spinoffs. Sustainable irrigation technologies and practices could enhance water use efficiency (WUE) and productivity in agriculture and reduce environmental burdens, including energy use. This chapter highlights some of the innovative irrigation practices and technologies that enhance food production and, at the same time, reduce water use in agriculture. The chapter broadly discusses WUE and water productivity (WP) in irrigated agriculture from engineering and agronomic perspectives. The chapter further highlights some of the environmental impacts of irrigation expansion and the possible solutions. We further provide the importance of accurate spatial information on irrigated areas to inform policy on irrigation expansion. This book highlights the innovativeness of the project lay in its provision of ample opportunities for farmers to make decisions regarding the operation of the irrigation system based on their local knowledge and creativity. The authors of this work, Elinor Ostrom, Wai Fung Lam, Prachanda Pradhan and Ganesh P. Shivakoti provide detailed analysis of these interventions and support the conclusion that farmers can build on an innovative intervention that not only provides physical improvements but also enhances farmers' problem-solving capacity. They argue that to achieve sustainable improvements in performance, the farmers themselves need to engage in collective action over time and support local entrepreneurs who provide leadership and stimulate adjustments to change. Providing practical policy solutions, this study will prove a fascinating and invaluable read for academics and scholars of development studies, resource management, and irrigation studies, as well as development specialists in international agencies, policymakers in governments and international donor agencies.

With an annual investment of US$198 billion on average over the next forty years, water use can be made more efficient, enabling increased agricultural, biofuels, and industrial production ( UNEP, 2011). Investing US$170 billion annuallly in energy efficiency worldwide could produce energy savings of up to US$900 billion per year ( SE4ALL, 2012) and each additional US$1 spent on energy efficiency in electrical equipment, appliances and buildings avoids more than US$2 on average in energy supply investments ( IEA, 2012). How can water energy distribution solution? The facilitate greater operational efficiency including energy-efficient water supply operation systems and water distribution control systems that help in ways that include reducing electricity costs as well as the load on the environment. For one example to water distribution solution for more efficient operation of water supply and individual technologies. The water distributin system will consist first stage is component technology to ( linear programming and modeling). Second stage is solution: water supply, it is operation and planning techniques that works with electronic power demand response. The final stage is water source, water will be intaked to adueduct them to deliver water treatment plant.
