Book excerpt: During the 1990s, air operations in Southwest Asia and the Balkans against mobile air defenses, tactical ballistic missiles and their launch means, and fielded forces operating in small units and intermingled with civilian populations served to highlight shortfalls in U.S. dynamic command and control and battle management (DC2BM). The objective of this study is to help the Air Force improve DC2BM of intelligence, surveillance, and reconnaissance assets and weapon systems in air operations against adversaries that are increasingly employing asymmetrical strategies and denial and deception techniques and leveraging advances in technologies to reduce exposure of many of their critical military systems to U.S. air assets. The focus of this study is on the ability of the Air Force to effectively attack time critical targets (TCTs) and the extent to which its successes and failures in this area can be attributed to dynamic command and control and battle management capabilities (or their lack). Specifically, the study identifies key DC2BM functions and capabilities necessary to conduct operations against TCTs; surveys new DC2BM programs and initiatives to determine whether they provide the desired capabilities; and develops suggested actions to address identified shortfalls.

This report summarizes researchintended to help the Air Force develop enhanced dynamic command and controland battle management (DC2BM) of intelligence, surveillance, andreconnaissance assets and shooter assets in air operations against such timecritical targets (TCTs). It identifies four mission areas in which existingDC2BM capabilities are inadequate: counterair operations against cruisemissiles; theater missile defense counterforce operations against tacticalballistic missile transporter-erector-launchers; suppression of enemy airdefenses in the context of strike missions against targets defended byadvanced air defenses; and interdiction of small-unit ground forcesintermingled with the civilian population. The authors conclude that DC2BMimprovements should focus on (1) refining concepts of operations andtactics, techniques, and procedures and developing an end-to-end, scalablefunctionality for operations against TCTs; (2) building a robust,collaborative, distributed environment; (3) extensively automating theapplications for performing DC2BM functions; and (4) synchronizing the newapplications with a Web-enabled, integrated-software Theater BattleManagement Core System.

Forces have been called into action around the globe on short timelines that allow for neither adequate training or planning, while Air Operations Centers providing theater command and control (C2) have been built on the fly as forces are deployed to each contingency. This paper describes the organization of the C2 force element supporting the Air Force component commander, presents comments and criticisms from senior commanders and top Department of Defense officials regarding the Air Force's ability to command and control airpower in recent operations, and describes new capabilities the theater C2 units need to employ aerospace forces to their greatest effect before and during theater combat operations. The authors find that C2 systems and procedures (1) should be designed as part of a comprehensive concept, (2) must be useful for the various training-related tasks, (3) allow for and facilitate continuous improvements, and (4) be thoroughly evaluated and practiced by the commander and staff.

Book excerpt: Targeting has long been a primary concern for our air forces; it took a thousand plane raids in World War II to destroy a factory. The revolutionary gains in precision weapons of the last dozen years have eliminated the requirement for the air force armada and highlighted new areas of improvement, particularly a desire to destroy more difficult, fleeting targets of opportunity. As Lt. Col. Gregory S. Marzolf points out in this study of new targeting parameters, the Air Force became aware during Operations desert Storm and Allied Force of its inability to find and destroy emerging targets before they disappeared. Marzolf sees the Air Force moving towards solutions, particularly with the concept of reactive methods, wherein identified targets are attacked by loitering aircraft. The Air Force is working to improve its persistent intelligence, surveillance, and reconnaissance platforms to identify the targets, its communications network to get the information to a shooter, and it weapons to quickly engage the target. On the other hand, work in this area suggests some 15-20 years for implementation, and Colonel Marzolf advocates a temporary solution for engaging time-critical targets and suggests a methodology he calls a preemptive or predictive approach. He bases his idea on the need for an analysis of enemy activity to the point of accurate prediction and employment of a flying platform that has long-loiter capability and incorporates sensors to detect, locate, and identify targets that will be destroyed by miniature munitions that it carries. He identifies the low-cost persistent area dominance (LOCPAD) system, now under development, as the one that will tie intelligence with a kinetic mechanism to finalize the time-critical targeting. The author outlines the issue in an introduction and has a background chapter that explains the current system, which provides a useful description of sensors, fusion of information, shooters, and weapons. He explains the current reactive method and identifies various system weaknesses and strengths. His main theme of a preemptive approach describes in great detail the projected employment of LOCPADs as a very effective system for time-critical targeting. Marzolf insists that persistence of surveillance is crucial, especially when Airmen directing the air war in Iraq used persistence surveillance to identify and effectively target the illusive Iraqi insurgents.

Unfortunately, potentially greater space power contributions are often limited due to a lack of “space mindedness” by military leaders, planners, and operations during theater campaigns. This paper identifies the importance and legitimacy of space as a center of gravity and military war-fighting medium, focusing on the realm of the joint air operations center (JAOC). It defines five key areas (with practical suggestions) that the Department of Defense needs to address in order to integrate space into military operations: space training, doctrine, equipment, personnel, and command and control. The research first documents current deficiencies of space awareness in the typical JAOC and then identifies and suggests methods to improve joint war fighting through space integration in the JAOC and the Expeditionary Aerospace Force (EAF) of the near future. The research presented here is particularly important for the United States Air Force to consider in preparation for the EAF – it provides a framework to educate JAOC and EAF personnel to more effectively employ joint aerospace power throughout the spectrum of military operations.

Book excerpt: This report examines the achievement of the principle of unity of effort from a narrow focus on the command and control of U.S. joint tactical air operations in four campaigns (Midway, the Solomons, Korea, and Vietnam) from 1942 to 1968 and extracts some lessons for future joint air operations. The authors distinguish between unity of effort and unity of command, a distinction that manifests itself in individual service doctrines, in joint operations, and, ultimately, in each of the Services' views of war. While unity of command is one of several steps necessary to achieve unity of effort, the authors recommend that debate should be centered around the accomplishment of unity of effort. The research was completed before the onset of combat operations in Kuwait and Iraq in early 1991. The authors hope to extend the analysis to cover that campaign in a subsequent publication.

The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.
