Book excerpt: This background paper systematically maps and assesses the connectivity of cities in the Horn of Africa (HoA) and uses the results to proposes a number of policy perspectives on how to strategically boost connectivity in different parts of the region. Analytically, this is achieved through network analysis of the directness, the diversity, topology and the density of HoA cities' transport infrastructure connections. Crucially, network analysis allows proxying HoA cities' potential to participate in value chains at various geographical scales and identifying key areas of possible intervention. Results can guide institutional and governance measures that can be taken to influence connectivity as a whole and for specific cities and transport corridors in particular. The output can thus help determine the interventions that are needed to tackle bottlenecks in corridors, addressing infrastructure, policy and regulatory constraints. The remainder of this paper is organized as follows. Section 2 outlines the rationale for an analysis of inter-urban connectivity in general and its linkages with the broader topic of regional integration and the economic geographies of the HoA in particular. Section 3 discusses our analytical framework, while Section 4 discusses the results. The paper is concluded with a discussion of key policy perspectives in section 5.

Book excerpt: When in 1989 the authors started research on infrastructure, they did not foresee that this would lead to a long-term involvement in this area. Our beginning happened to coincide with the publication of David Aschauer's article on public capital and productivity, which induced a large flow of publications in this field. Infrastructure has indeed been a hot topic in policy and research during the past decade. It is surprising, however, that the number of monographs on spatial and economic impacts of infrastructure has remained very limited. The aim of this book is to contribute to the literature in a consolidated way. A distinguishing feature of our book is that we analyze infrastructure impacts using various methods (both modelling and non-modelling) at a variety of spatial levels (from local to international). Other special features are that we make ample use of 'accessibility' as a bridge concept between the areas of infrastructure and the economy. Finally, we not only treat transport infrastructure projects as given, as is the usual approach in infrastructure impact research, but we also analyze the factors influencing infrastructure supply. We have adopted a mainly non-technical approach throughout most of the book. This means that it can also be used by readers without a strong back ground in statistics, modelling or micro-economics.

Agriculture, an important sector that employs approximately half of the labor force, still has a weak growth trajectory. Many rural people are not well connected to markets and live below the poverty line. To use limited resources effectively, strategic planning and prioritization of public investment are essential. Particularly, the Ebola crisis revealed the vulnerability of the country's transport connectivity and health systems. This book analyzes the country's transport connectivity, identifying the existing bottlenecks and possible economic potentials. By taking advantage of the country's first-ever georeferenced road network data, the analysis casts light on various aspects of connectivity, such as rural accessibility, market access, access to port and health facilities and multimodal connectivity, including cabotage. It is shown that transport connectivity is crucial to increasing agricultural production, stimulating agglomeration economies, and supporting people's access to health care services. Significant resources are likely to be required to meet the existing gap. The book estimates the financial needs by development objective and discusses important policy issues, including the possibility of public-private partnerships to finance transport infrastructure.

Book excerpt: November 1997 This model predicts that without cooperative infrastructure agreements between countries, there will be underinvestment in those forms of infrastructure in which the investments will have spillover effects to other countries. For a relatively small country, for example, there would tend to be more underinvestment in railroad and highway infrastructure to neighboring countries than there would be in airport and harbor infrastructure (carrying goods to the whole world). Bond examines whether trade liberalization should create a greater incentive for countries to invest in transportation infrastructure. He pays special attention to the case of preferential trade liberalization between neighboring countries, where investments in roads or railroads are specific to the partner country and will thus have spillover effects. The existence of spillovers will lead to gains from cooperative agreements about investment levels. Bond shows that in a small country the incentive to invest in infrastructure depends on the level of the tariff when demand is linear. If protection is in the form of a quota, on the other hand, trade liberalization will increase the optimal infrastructure investment. He shows that in a two-country model with spillovers between countries, the cooperative equilibrium may involve either more or less investment than the noncooperative equilibrium, depending on the pattern of trade between the two countries and the degree of substitutability between investments in the two countries. For a relatively small country, for example, there would be more underinvestment in railroad and highway infrastructure to neighboring countries than there would be in airport and harbor infrastructure. The first type of investment is specific to certain markets and is likely to affect the relative price of goods in those markets. The second type of investment, on the other hand, will send goods to world markets generally, where prices are likely to be relatively unaffected by the investments. Bond also examines the desirability of linking regional trade and infrastructure agreements. The prediction generated by his model is that in the absence of cooperative agreements between countries, there will be underinvestment in those forms of transportation in which the investments will have spillover effects to other countries. Bond identifies two forms of gains from infrastructure agreements: * Internalizing the terms-of-trade effects and thus avoiding the inefficient investment levels that arise in noncooperative choices of investment levels. * Internalizing the effects of the infrastructure investment in the tariff negotiation process, in cases where countries cannot commit to future tariff rates. This paper-a product of the Development Research Group-is part of a larger effort in the group to understand regionalism and development.
