This labour intensive industry requires relatively low skilled workers and little fixed capital to establish production facilities. In consequence, the textile and clothing industry was one of the main sectors of economic growth at the beginning of the Industrial Revolution in developed countries and is of particular significance for developing countries at present. The objective of this paper is to outline the case of quotas on the import of textiles and clothing and to contribute to the ongoing debate by assessing the issue from different perspectives. An overview about the textile and clothing sector in the 2nd chapter will clarify its structure, characteristics and recent patterns in international trade. On this background, chapter 3 will identify reasons for the implementation of the quotas and outline their historic emergence from the 1950s to the ATC, followed by a critical evaluation of their impacts. The 4th chapter will assess anticipated and actual post ATC-effects on both developed and developing countries. Special attention will be paid to the particular case of China. Furthermore, chapter 4 will describe the respective reactions of various interest groups, and outline the recently reinstalled safeguard measures of both the EU and the USA. Chapter 5 will come forward with some observations and suggestions as regards possibilities to cope with the intense competition for producers of textiles and clothing in both industrialised and developing countries. Chapter 6 will close this paper with a final conclusion.

Turkey has successfully implemented a policy of export led industrialisation whilst Egypt’s manufacturing industry and exports have stagnated. In this book, Amr Adly uses extensive primary research to present detailed comparisons of Turkey’s and Egypt’s state administrative and private sector capacities and links between the two. The conclusion the author draws is that the external contexts for both were so alike that this cannot account for their diverging paths. Instead, the author suggests a counterintuitive yet compelling explanation; that a democratic polity is far more likely than an authoritarian one to engender a successful developmental state. Book excerpt: This paper evaluates the effects on the Bangladeshi economy of phasing out textile and clothing (T&C) quotas currently maintained by industrial countries. The planned abolition of the quotas under the Agreement on Textiles and Clothing in 2005 will alter the competitiveness of various exporting countries. Bangladesh relies heavily on textile and clothing exports and is potentially very vulnerable to this change in competitiveness. Based on assessments of quota restrictiveness and export similarity, and an analysis of its supply constraints, the paper concludes that Bangladesh could face significant pressure on its balance of payments, output, and employment when the quotas are eliminated.

Book excerpt: After a period of rapid economic growth associated with high commodity prices, the Latin America and Caribbean region has again entered a phase of lackluster performance. Overall this slowdown seems more self-inflicted than imported, and the outlook for the region is not encouraging either. A tepid export response constrains the prospect of growing through external demand whereas limited fiscal space leaves little room to stimulate domestic demand. The outlook could deteriorate further if the international environment became less conducive. This report explores whether inward-looking development strategies could be one of the reasons for slow growth in Latin America and the Caribbean. Trade barriers are higher than in other developing regions, and while numerous preferential trade agreements have been signed, many of them are intra-regional. The report shows that South-North agreements are associated with increases in economic complexity and faster economic growth than South-South agreements. It illustrates the point by assessing the economic, social, spatial and environmental impacts of two major: South-North agreements signed over the last year.
