Book excerpt: Key Highlights: Changes in temperature, measured in harmful degree days (HDDs), and precipitation have a significant negative impact on agricultural productivity in Nigeria, which highlights the adverse effects of extreme weather on crop yields. Climate changes affect income sources for farming households. We found that an increase in HDDs reduces households’ income share from crops and nonfarm self-employment, implying threats to household food security for smallholders whose livelihoods depend on subsistence farming and food consumption from own sources. In response to the risks posed by climate change, farmers adopt changes in crop mixes (for example, reducing the share of land allocated to cereals) and input use decisions (for example, reducing fertilizer use and purchased seeds) as an adaptation strategy. Adaption strategies that lead to low use of yield-enhancing modern inputs could worsen agricultural productivity and household food insecurity. However, we found that farmers in Nigeria respond to extreme climate by switching to drought tolerant root or tuber crops. Such strategies could partially offset the adverse effects of climatic shocks on households’ welfare. Climate changes negatively impact agricultural productivity for both poor and non-poor households, but the effects are more pronounced among poorer households, according to our heterogenous effects analysis on household’s initial endowments (based on wealth indicators measured in asset and livestock holdings). This implies low adaptive capacity on the part of poor households and thus their high vulnerability to climate-related shocks. Suggested policy recommendations include interventions to incentivize adoption of climate-resilient agriculture, targeted pro-poor interventions such as low-cost financing options for improving smallholders’ access to climate-proof agricultural inputs and technologies, and policy measures to reduce the inequality of access to livelihood capital, such as land and other productive assets.

Book excerpt: This paper combines panel data from nationally representative household-level surveys in Nigeria with long-term satellite-based spatial data on temperature and precipitation using geo-referenced information related to households. It aims to quantify the impacts of climate change on agricultural productivity, income shares, crop mix, and input use decisions. We measure climate change in harmful degree days, growing degree days, and changes in precipitation using long-term (30 year) changes in temperature and precipitation anomalies during the crop calendars. We find that, controlling for other factors, a 15 percent (one standard deviation) increase in change in harmful degree days leads to a decrease in agricultural productivity of 5.22 percent on average. Similarly, precipitation change has resulted in a significant and negative impact on agricultural productivity. Our results further show that the change in harmful degree days decreases the income share from crops and nonfarm self-employment, while it increases the income share from livestock and wage employment. Examining possible transmission channels for this effect, we find that farmers change their crop mix and input use to respond to climate changes, for instance reducing fertilizer use and seed purchases as a response to increases in extreme heat. Based on our findings, we suggest policy interventions that incentivize adoption of climate-resilient agriculture, such as small-scale irrigation and livelihood diversification. We also propose targeted pro-poor interventions, such as low-cost financing options for improving smallholders’ access to climate-proof agricultural inputs and technologies, and policy measures to reduce the inequality of access to livelihood capital such as land and other productive assets.

Book excerpt: If not addressed in time, climate change is expected to exacerbate Nigeria’s current vulnerability to weather swings and limit its ability to achieve and sustain the objectives of Vision 20:2020 [as defined in http://www.npc.gov.ng /home/doc.aspx?mCatID=68253]. The likely impacts include: • A long-term reduction in crop yields of 20–30 percent • Declining productivity of livestock, with adverse consequences on livelihoods • Increase in food imports (up to 40 percent for rice long term) • Worsening prospects for food security, particularly in the north and the southwest • A long-term decline in GDP of up to 4.5 percent The impacts may be worse if the economy diversifies away from agriculture more slowly than Vision 20:2020 anticipates, or if there is too little irrigation to counter the effects of rising temperatures on rain-fed yields. Equally important, investment decisions made on the basis of historical climate may be wrong: projects ignoring climate change might be either under- or over-designed, with losses (in terms of excess capital costs or foregone revenues) of 20–40 percent of initial capital in the case of irrigation or hydropower. Fortunately, there is a range of technological and management options that make sense, both to better handle current climate variability and to build resilience against a harsher climate: • By 2020 sustainable land management practices applied to 1 million hectares can offset most of the expected shorter-term yield decline; gradual extension of these practices to 50 percent of cropland, possibly combined with extra irrigation, can also counter-balance longer-term climate change impacts. • Climate-smart planning and design of irrigation and hydropower can more than halve the risks and related costs of making the wrong investment decision. The Federal Government could consider 10 short-term priority responses to build resilience to both current climate variability and future change through actions to improve climate governance across sectors, research and extension in agriculture, hydro-meteorological systems; integration of climate factors into the design of irrigation and hydropower projects, and mainstreaming climate concerns into priority programs, such as the Agriculture Transformation Agenda.

Due to a combination of unfavourable socio-economic and meteorological conditions, African countries are particularly vulnerable to climate change and its impacts. The recently released IPCC special report "Global Warming of 1.5o C" outlines the fact that keeping global warming by the level of 1.5o C is possible, but also suggested that an increase by 2o C could lead to crises with crops (agriculture fed by rain could drop by 50% in some African countries by 2020) and livestock production, could damage water supplies and pose an additonal threat to coastal areas. The 5th Assessment Report produced by IPCC predicts that wheat may disappear from Africa by 2080, and that maize— a staple—will fall significantly in southern Africa. Also, arid and semi-arid lands are likely to increase by up to 8%, with severe ramifications for livelihoods, poverty eradication and meeting the SDGs. Pursuing appropriate adaptation strategies is thus vital, in order to address the current and future challenges posed by a changing climate. It is against this background that the "African Handbook of Climate Change Adaptation" is being published. It contains papers prepared by scholars, representatives from social movements, practitioners and members of governmental agencies, undertaking research and/or executing climate change projects in Africa, and working with communities across the African continent. Encompassing over 100 contribtions from across Africa, it is the most comprehensive publication on climate change adaptation in Africa ever produced.

Sustaining such a pace of growth will entail rapid expansion of the level of activity in key carbon-emitting sectors, such as power, oil and gas, agriculture and transport. In the absence of policies to accompany economic growth with a reduced carbon foot-print, emissions of greenhouse gases could more than double in the next two decades. This study finds that there are several options for Nigeria to achieve the development objectives of vision 20:2020 and beyond, but stabilizing emissions at 2010 levels, and with domestic benefits in the order of 2 percent of GDP. These benefits include cheaper and more diversified electricity sources; more efficient operation of the oil and gas industry; more productive and climate –resilient agriculture; and better transport services, resulting in fuel economies, better air quality, and reduced congestion. The study outlines several actions that the Federal Government could undertake to facilitate the transition towards a low carbon economy, including enhanced governance for climate action, integration of climate consideration in the Agriculture Transformation Agenda, promotion of energy efficiency programs, scale-up of low carbon technologies in power generation (such as renewables an combined cycle gas turbines), and enhance vehicle fuel efficiency.

Book excerpt: The African continent is projected to suffer adverse impacts from climate change that are disproportionate to its contribution to global carbon dioxide emissions. Africa is particularly vulnerable because it is amongst the hottest places on the Earth and therefore any further warming is likely to have adverse socioeconomic consequences. Africa's vulnerability is heightened by the fact that most of the economies in this region rely mainly on natural resources and rain-fed agriculture, which are very sensitive to climate change and variability. With this background, the main objectives of this paper are to investigate the impacts of climate change on African agriculture and to discuss the policy implications for managing the impacts. The modelling results show that Africa will experience the largest impacts from climate change in terms of decline in economic growth and welfare losses. It is advocated that proactive measures to assist farmers to adapt to climate change should include introduction of temperature-sensitive varieties, diversification of production systems and livelihoods, and a shift to sustainable agricultural intensification. Other adaptation measures should include shifting from dryland to irrigation agriculture, investing in early warning systems, research and extension, and improvement of access to seeds. In the long run, emphasis should be placed on diversifying away from agriculture to industry and services. Farmers can be better assisted to cope with climate change by addressing institutional challenges such as poor physical and social infrastructure, market imperfections, lack of appropriate land use and water management planning, lack of access to credit, and lack of crop insurance.

Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.
