Development Planning provides recommendations to improve development planning for near-term acquisition projects, concepts not quite ready for acquisition, corporate strategic plans, and training of acquisition personnel. This report reviews past uses of development planning by the Air Force, and offers an organizational construct that will help the Air Force across its core functions. This is a much larger issue for the Air Force today, having effectively been at war for 20 years, with its aircraft becoming increasingly more expensive to operate and maintain and with military budgets certain to further decrease. The enormously complex Air Force weapon system sustainment enterprise is currently constrained on many sides by laws, policies, regulations and procedures, relationships, and organizational issues emanating from Congress, the Department of Defense (DoD), and the Air Force itself. Against the back-drop of these stark realities, the Air Force requested the National Research Council (NRC) of the National Academies, under the auspices of the Air Force Studies Board to conduct and in-depth assessment of current and future Air Force weapon system sustainment initiatives and recommended future courses of action for consideration by the Air Force. Examination of the U.S. Air Force's Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs addresses the following topics: Assess current sustainment investments, infrastructure, and processes for adequacy in sustaining aging legacy systems and their support equipment. Determine if any modifications in policy are required and, if so, identify them and make recommendations for changes in Air Force regulations, policies, and strategies to accomplish the sustainment goals of the Air Force. Determine if any modifications in technology efforts are required and, if so, identify them and make recommendations regarding the technology efforts that should be pursued because they could make positive impacts on the sustainment of the current and future systems and equipment of the Air Force. Determine if the Air Logistics Centers have the necessary resources (funding, manpower, skill sets, and technologies) and are equipped and organized to sustain legacy systems and equipment and the Air Force of tomorrow. Identify and make recommendations regarding incorporating sustainability into future aircraft designs.

Book excerpt: "The United States Air Force materiel sustainment system (MSS) is continually caught between two countervailing pressures: demands for increased efficiency and lower costs on one side versus demands for increasingly effective support to combat operations and peacetime training on the other. Furthermore, the demands on the MSS are unpredictable and change rapidly. The authors contend that implementation of a common operating picture (COP) would make the Air Force MSS both more efficient and more flexible and responsive to changing needs. They describe such a COP, developed around four principles: effects-based measures, which enable the creation of diagnostic measures to monitor system performance; schwerpunkt, a German concept that emphasizes the importance of a shared frame of reference for accomplishing organizational objectives; decision-rights theory, which provides a framework for decentralizing decisionmaking; and a nonmarket economic framework in which Air Force Headquarters and the Global Logistics Supply Center would mediate between the supply and demand sides of the MSS. And, although there has always been the need to relate combat support resource requirements to operational objectives, today's environment requires quick combat support actions to tailor deployable support packages and sustainment actions to meet specific operational needs. Furthermore, economic pressures are likely to continue and could result in further reductions in resources that are set aside to meet contingency operations. In addition to economic pressures, the inability to perfectly predict resource demands, the need to shift funding from one category to another to meet unanticipated needs, and the occurrence of unanticipated world events that require intervention contribute to having imbalances between needed agile combat support (ACS) resources and those that are available at any given time to simultaneously meet all requirements for contingency and training operations. This monograph describes ACS process gaps and recommends implementation strategies to facilitate changes needed to improve Air Force command and control through enhanced ACS planning, execution, monitoring, and control processes. Book excerpt: In 2011, Congress mandated budget reductions requiring that the Department of Defense reduce its future spending by approximately $487 billion over the coming decade. To realize part of these reductions, the Office of the Secretary of Defense called for all services to return to their fiscal year (FY) 2010 civilian manpower levels. That action required that the Air Force eliminate approximately 16,500 civilian manpower positions. Rather than distributing these cuts proportionally throughout the service, the Air Force sought specific initiatives that could achieve the necessary savings with minimal impact to missions. One initiative, a reorganization of the Air Force Materiel Command (AFMC), was undertaken to eliminate 1,051 of the approximately 16,500 positions and achieve an annual savings of about $109 million in FY 2011 dollars. This report assesses the FY 2012 reorganization of AFMC to determine if it was able to absorb these cuts with minimal, if any, impact on its assigned missions.

Book excerpt: This project reviews the transfer of tactical control (TACON) of air mobility forces in ALLIED FORCE, the 1999 Air War over Serbia. The researcher addresses a doctrinal perspective as well as examines whether the current command and control (C(sup 2) structure supports the doctrine. From the available information, the author finds that the current Joint and USAF doctrines not only adequately address TACON of air mobility forces, but also provide an alternative command relationship of Direct Support. However, the author finds that the current C(sup 2) structure does not sustain the existing doctrine in every theater. In this way, C(sup 2) system only provides restricted Global Reach. Current Joint and USAF doctrine establishes the option to transfer TACON of forces when it's wise to do so. Yet, TACON is unwise in some regions of the world because the existing C(sup 2) capability is not sufficient. Direct Support provides a reasonable alternative, but improving the C(sup 2) system will enhance both options. By strengthening the theater mobility planning staff and developing a consolidated dispatch center for theater as well as global mission management, air mobility forces can enhance support to the warfighter. This will simplify the C(sup 2) system as well as present a consistent structure to every level from the supported Joint Forces Commander to the aircrew and mission support personnel. Revamping the C(sup 2) system into a global resource will enable air mobility forces to better support doctrine through the transfer of TACON or provision of Direct Support independent of the area of operation.
