This edited collection addresses these tensions by unpacking environmental governance as a complex process of formulating and contesting values, procedures and practices shaping the access, control and use of natural resources. Contributors from various fields address the challenges, limitations, and possibilities for a more sustainable, equal, and fair development. In this book, environmental governance is seen as an overarching concept defining the dynamic and multi-layered repertoire of society-nature interactions, where images of nature and discourses on the use of natural resources are mediated by contextual processes at multiple scales.

Consequently, struggles to protect the environment from over-exploitation and contamination have been related to marginalized groups’ struggles against local, national and transnational elites. The recent rise of progressive, left-leaning governments – often supported by groups struggling for environmental justice – has challenged the established elites and raised expectations about new regimes for natural resource management. Based on case-studies in eight Latin American countries (Argentina, Brazil, Chile, Ecuador, Colombia, Bolivia, El Salvador and Guatemala), this book investigates the extent to which there have been elite shifts, how new governments have related to old elites, and how that has impacted on environmental governance and the management of natural resources. It examines the rise of new cadres of technocrats and the old economic and political elites’ struggle to remain influential. The book also discusses the challenges faced in trying to overcome structural inequalities to ensure a more sustainable and equitable governance of natural resources. This timely book will be of great interest to researchers and masters students in development studies, environmental management and governance, geography, political science and Latin American area studies.

In the USA, an enormous literature explains congressional politics by assuming that politicians primarily desire to win re-election. In contrast, although Brazil's institutions appear to encourage incumbency, politicians do not seek to build a career within the legislature. Instead, political ambition focuses on the subnational level. Even while serving in the legislature, Brazilian legislators act strategically to further their future extra-legislative careers by serving as 'ambassadors' of subnational governments. Brazil's federal institutions also affect politicians' electoral prospects and career goals, heightening the importance of subnational interests in the lower chamber of the national legislature. Together, ambition and federalism help explain important dynamics of executive-legislative relations in Brazil. This book's rational-choice institutionalist perspective contributes to the literature on the importance of federalism and subnational politics to understanding national-level politics around the world.

China’s transition to an urban-industrial society relies on its abundant domestic coal supplies, and on an increase in oil and gas imports. However, authorities are confronted with trade-offs between investments in expanding supplies of fossils, environmental sustainability, energy efficiency and in clean energy. Resources spent on expanding imported energy have to weighted against clean energy investments and improving efficiency of the fossil-fuel sector. The same is no less true for the European Union and its member states. Import dependency on piped gas is again growing. Security of supply of natural gas depends on political cooperation with energy-rich countries. At the same the EU has to meet its clean energy commitments by compromises between member states and ‘Brussels’. Chinese National Oil Companies bridge the worlds of government in China and the extractive sector in hydrocarbon exporting-countries. At the global level, Chinese (Trans-)National Oil Companies maintain competitive and cooperative relations with privately owned International Oil companies. This book focuses, among others, on these networks with the objective to contribute to the study of the geopolitical economy of the energy sectors in the global system. Contributors are: M.P. Book excerpt: REDD+ represents countries’ efforts to reduce emissions from deforestation and forest degradation, and foster conservation, the sustainable management of forests, and the enhancement of forest carbon stocks. The basic idea is that more carbon can be sequestrated and stocked in tropical forests by improving their conservation, management, and sustainable use, thus contributing to mitigating climate change. The developing countries and relevant stakeholders concerned will be financially compensated for these endeavors, either through public funds or private carbon markets. Given this context, this book will address the need to assess the political and socio–economic dimensions of the performance of REDD+, which is relevant to policy-makers, practitioners, and scholars. This implies taking into account the various levels (from global to local) and dimensions (e.g., results-based payments, MRV, co-benefits, and community engagement), as well as divergent (disciplinary) connotations, of performance. We, therefore, pose the following question: What does performance mean? In answering this question, we provide examples of assessments of performance. We present 9 cases of how REDD has performed on local, national and international scales, and reflect on the representativeness of these examples and their limitations when looking at the current range of REDD initiatives, along with what is missing in terms of evaluating the performance of REDD+. We conclude by establishing why performance assessment remains so relevant today.
