In an era of globalization, issues of language diversity have economic and political implications. Transnational labor mobility, trade, social inclusion of migrants, democracy in multilingual countries, and companies' international competitiveness all have a linguistic dimension; yet economists in general do not include language as a variable in their research. This volume demonstrates that the application of rigorous economic theories and research methods to issues of language policy yields valuable insights. The contributors offer both theoretical and empirical analyses of such topics as the impact of language diversity on economic outcomes, the distributive effects of policy regarding official languages, the individual welfare consequences of bilingualism, and the link between language and national identity. Their research is based on data from countries including Canada, India, Kazakhstan, and Indonesia and from the regions of Central America, Europe, and Sub-Saharan Africa. Theoretical models are explained intuitively for the nonspecialist. The relationships among linguistic variables, inequality, and the economy are approached from different perspectives, including economics, sociolinguistics, and political science. For this reason, the book offers a substantive contribution to interdisciplinary work on languages in society and language policy, proposing a common framework for a shared research area. Although "celebrating linguistic diversity" is one of the key propositions in the European discourse on multilingualism and language policies, this device holds for these three types of languages in a decreasing order. All three types of languages, however, are constituent parts of a multilingual European identity and should be taken into account in any type of language policy. Both facts and policies on multilingualism and plurilingual education are addressed in case studies at the national and European level. The selection of case studies is based on a careful weighing of geographical spread of countries and languages across Europe on the one hand, and availability of established expert knowledge on the other. As the capitalist world economy continues to change and grow, and assuming that translation technologies continue to improve, it is likely that the roles and relative importance of English as a global language will change significantly. Assessing the costs and benefits of acquiring English therefore takes on increased urgency. The book argues that a political economic approach is particularly appropriate in this endeavor, as it takes into account theories and empirical findings from a range of disciplines in order to assess and explain real-world phenomena that do not fit neatly into boxes labeled "economic," "social," "political" or "cultural." Together, the chapters in this volume argue for a new direction in language policy studies-grounded in political economy -- that will explain why English has been experienced as both a blessing and curse in different parts of the world, why English continues to be useful as a lingua franca for particular sectors of the global economy, and why it is a detriment to economic development in many low-income countries. Book excerpt: The UK has experienced a sharp decline overall in the uptake of languages since 2004, as evidenced by the falling number of entries for GCSE and A Level examinations in languages. At a time when the UK government seeks to reset its global economic relationships as part of its vision of 'Global Britain', such a decline is likely to have negative effects on the UK's ability to compete internationally. This research assessed the economic value of languages to the UK in general and then evaluated the potential economic benefits to the UK of improving languages education in schools. The study found that languages play a significant role in international trade and that not sharing a common language acts as a non-tariff trade barrier. A key finding of the study is that investing in languages education in the UK will most likely return more than the investment cost, even under conservative assumptions. The benefit-to-cost ratios are estimated to be at least 2:1 for promoting Arabic, French, Mandarin or Spanish education, meaning that spending £1 could return approximately £2.
