Book excerpt: The Indian Health Service (IHS), to provide a means to fund sanitation operations training in Native Alaska communities, established a Technical and Management Assistance Program (TMAP) under Public Law 86-121. In response to the completion of an unprecedented number of new water and wastewater systems and upgrades of existing facilities and due to new requirements set by the U.S. Environmental Protection Agency and State Department of Environmental Conservation, education and training needs have dramatically increased and are still evolving. Water Plant and Utility Management Worker Training needs continue to increase with the completion of newer and more technically sophisticated water and waste systems. This project provided enhancements to basic operator skills and specialized utilities management training in small utilities operations of Native Alaskan communities.

Book excerpt: The Village of Tyonek, on behalf of the residents of Tyonek, Alaska, requested assistance from the Indian Health Service (IHS) in repairing failing septic tanks and drainfields. An Emergency IHS Project AN 87-847 was developed in the interim period to investigate failed drainfields, develop alternatives and costs, and digitally map the community in preparation for the design of a wastewater collection and treatment system. Project AN 88-972 constructed a gravity flow community sewer system with primary treatment and ocean outfall to replace the failing individual septic systems. The project also provided a sludge disposal lagoon and minor water system water system improvements and renovations.
