Book excerpt: The chapters in this volume were presented at the July–August 2008 NATO Advanced Study Institute on Unexploded Ordnance Detection and Mitigation. The conference was held at the beautiful Il Ciocco resort near Lucca, in the glorious Tuscany region of northern Italy. For the ninth time we gathered at this idyllic spot to explore and extend the reciprocity between mathematics and engineering. The dynamic interaction between world-renowned scientists from the usually disparate communities of pure mathematicians and applied scientists which occurred at our eight previous ASI’s continued at this meeting. The detection and neutralization of unexploded ordnance (UXO) has been of major concern for very many decades; at least since the First World war. UXO continues to be the subject of intensive research in many ?elds of science, incl- ing mathematics, signal processing (mainly radar and sonar) and chemistry. While today’s headlines emphasize the mayhem resulting from the placement of imp- vised explosive devices (IEDs), humanitarian landmine clearing continues to draw signi?cant global attention as well. In many countries of the world, landmines threaten the population and hinder reconstruction and fast, ef?cient utilization of large areas of the mined land in the aftermath of military con?icts.

Book excerpt: Explosive ordnance engineering is the technical evaluation of risk to the public associated with ordnance contaminated sites, the formulation of risk reduction measures, trade off analysis to compare alternate risk reduction measures and recommendation of the best alternative with respect to engineering judgments and public input. The analysis and evaluations must be mindful all factors normally associated with a full public interest review including a complete range of environmental considerations. We are now engaged in a formalized decision making process were simple solutions require detailed analysis to assure the validity of face value assumptions. We can no longer rely on DOD's or the general public's intolerance for ordnance related risk. Acceptable solutions must appraise environmental consequences, cost and public acceptance, along with safety consideration. Explosive ordnance engineering is interdisciplinary planning, study, design, and remedial action involving ordnance and explosive waste contamination in accordance with CERCLA and the National Contingency Plan (NCP). Programmatic planning and decision making require engineering and other professional disciplines. They are - site inspections, engineering reports (remedial investigations), feasibility studies, engineering evaluations, cost analysis, miscellaneous route surveys, and others.

Book excerpt: The U.S. Army's Non-Stockpile Chemical Materiel program is responsible for dismantling former chemical agent production facilities and destroying recovered chemical materiel. In response to congressional requirements, the Center for Disease Control (CDC), in 2003, recommended new airborne exposure limits (AELs) to protect workforce and public health during operations to destroy this materiel. To assist in meeting these recommended limits, the U.S. Army asked the NRC for a review of its implementation plans for destruction of production facilities at the Newport Chemical Depot and the operation of two types of mobile destruction systems. This report presents the results of that review. It provides recommendations on analytical methods, on airborne containment monitoring, on operational procedures, on the applicability of the Resource Conservation and Recovery Act, and on involvement of workers and the public in implementation of the new AELs.
