The challenges of gender mainstreaming in South Asia are huge, especially in the contexts of patriarchal, religious, and caste-based social norms and values. Men’s dominance in politics, administration, and economic activities is distinctly visible. Women have been subservient to the policy preferences of their male counterparts. However, in recent years, more women are participating in politics at the local and national levels, in administration, and in formal economic activities. Have gender equality and equity been ensured in South Asia? This book focuses on how gender-related issues are incorporated into policy formulation and governance, how they have fared, what challenges they have encountered when these policies were put into practice, and their implications and fate in the context of five South Asian countries. The authors have used varied frameworks to analyze gender mainstreaming at the micro and macro levels. Tehrik-e-Niswan, founded in 1979 by Sheema Kermani, strives to empower women in Pakistan and improve their lot through the use of drama and the performing arts. The Tehrik held a Conference in Karachi in December 2010, aimed at rethinking issues of gender, performance, and politics in South Asia. The present volume is the outcome of the Conference and is based on papers presented by scholars therein. In Pakistan today, the scholarly challenge exists to represent the multiple layers of Pakistanas history in order to bring the country out of the security studies/Islamic threat model that has become the paradigm within which Pakistan Studies are constantly placed. Pakistan today stands at a critical juncture in its short history of existence. The bigger picture consisting of increasing Islamist radicalism, domestic insurgencies, social and economic crisis, the destabilizing of the democratic experiment, the perpetual threat of military take over, and the countryas place in the international security paradigm in most cases informs how the rest of the world views and imagines the country. But very little attention is paid to the smaller picture and the other histories that could update us about how people a with all the uncertainties in their lives a struggle to retain a modicum of dignity and create opportunities to live decent and meaningful lives. The scholarly challenge remains to represent the multiple layers of Pakistanas history in order to bring it out of the security studies/Islamic threat model that has become the paradigm within which Pakistan studies is constantly placed. The book takes the form of an interdisciplinary analysis of performative and representational strategies for constituting social collectivities, largely developed at Angkor. The analysis involves extended close readings of a wide range of cultural artefacts including epigraphic and manuscript texts, sculpture and ritual practices. The author proposes a critical re-evaluation of dominant paradigms of Cambodian historiography in view of engendering new histories, or hybrid histories, which make room for previously absent perspectives and voices, while developing new theoretical tools engaging with and partially derived from "indigenous" narrative practices in the broadest sense. Particular attention is paid to the roles of sexual difference in such (re)constructions of history. His major argument is that eco-agricultural system encounters major disruptions due to a number of factors including regional hydropolitics and neoliberal and highly centralized approaches to water resource management that follow the principles of "ecocracy." In this context, Dr. Hossen explores three major questions: (i) How can local ecological knowledge be incorporated into national water policy? (ii) What strategies and reforms are required at the international watershed governance level? and (iii) How can human rights principles, including the principle of water as a human right, be used to formulate more effective water policy and governance principles? To answer these questions, Dr. Hossen explores the effects of regional hydropolitics on water management, focusing on three large engineering projects, the Farakka Barrage built by India on the Ganges River, and the Ganges-Kobodak (GK) and Gorai River Restoration (GRR) Projects in Bangladesh. This analysis is based on his research into local knowledge and farming practices during a year of fieldwork in 2011-12, focus group discussions, in-depth case studies and social survey methods. In addition to this primary data, he looks at extensive secondary documents from the government of Bangladesh pertaining to water management, agricultural modernization and institutional structures. The arguments herein are applicable particularly to the Ganges-Brahmaputra Basin countries in South Asia but also to the river basins of other parts of the world.
