Book excerpt: The United Nations Peacebuilding Commission (UNPBC) was established in December 2005 to develop outlines of best practice in post-conflict reconstruction, and to secure the political and material resources necessary to assist states in transition from conflict to peacetime. Currently, the organization is involved in reconstruction and peacebuilding activities in six countries. Yet, a 2010 review by permanent representatives to the United Nations found that the hopes of the UN peacebuilding architecture "despite committed and dedicated efforts...ha[d] yet to be realized." Two of these hopes relate to gender and power, specifically that peacebuilding efforts integrate a "gender perspective" and that the Commission consult with civil society, NGOs, and women's organizations. This book is the first to offer an extensive and dedicated analysis of the activities of the UN Peacebuilding Commission with regard to both gender politics, broadly conceived, and the gendered dynamics of civil society participation in peacebuilding activities. Laura J. Shepherd draws upon original fieldwork that she conducted at the UN to argue that the gendered and spatial politics of peacebuilding not only feminizes civil society organizations, but also perpetuates hierarchies that privilege the international over the domestic realms. The book argues that the dominant representations of women, gender, and civil society in UN peacebuilding discourse produce spatial hierarchies that paradoxically undermine the contemporary emphasis on "bottom-up" governance of peacebuilding activities.

The reality is that while "peacebuilding" has been practiced for sometime in many hot spots around the globe, the theory of peacebuilding has been left behind. The contributors to this volume have made a valiant effort to marry the practice and the theory of this complex and intricate tool. Peacebuilding involves a number of diverse instruments and players, and much like an orchestra, the instruments must be finely tuned and the players must work in concert in order to produce anything resembling a coherent approach to post-conflict reconciliation and sustainable peace. Its ultimate goal is to prevent and or resolve violent conflicts, create or restore peaceful conditions and lay the foundation and building blocks for an enduring peace through the strengthening of institutions of governance. This naturally should involve both social engineering and societal transformation from a culture of violence to a culture of peace - what we consider as 'structural peacebuilding'. However, to facilitate this transition, we need to have a clear understanding not only of the nature of already established war cultures, but of the presuppositions we bring to the understanding of those cultures. We then need to understand not only what is required to construct a peace that is durable but also how to do so in order not to recreate the unsustainable institutions and structures that originally contributed to conflict. This is not an easy exercise, but the contributors to this volume are up to the task. They draw out from the accumulating data and experience on peacebuilding operations those elements and recommendations that can assist policy makers in advancing sustainable peace in war ravaged states. Each chapter systematically describes the multiple tasks, tools, and actors involved in addressing both proximate and structural causes of conflict. They demonstrate that the real challenge for scholars and practitioners involved in observing or carrying out peacebuilding activities is to stand back from the prevailing understandings of what peacebuilding ought to be and critically assess the burgeoning activities which fall under the label of peacebuilding. The authors in this volume have begun this process, using a cosmopolitan ethics framework as a guide. Such a framework holds out hope that conflict and competition can be conducted non-violently, humanely, decently, and honorably so that, in the end, the goal of peacebuilding - sustainable peace - can be achieved.

In the five decades of attempts to achieve peace, a key element is the Bangsamoros’ search for a kind of development that is compatible with their aspirations for freedom and their future. This book presents a study of the Bangsamoro communities and their social constructions of conflict, peace and development. It examines the viability of the sustainable human development framework for application in their challenging realities. The usefulness of the sustainable human development framework lies not only in its use of human development parameters like the Human Development Index. It also provides an approach towards development that synergizes with the sustainable peace framework – an imperative for Mindanao. At the centre of this approach is the Participatory Rural Appraisal and Participatory Learning and Action methodology for eliciting responses, stimulating discussion, documenting verbal and non-verbal ideas and carrying out small-scale projects to demonstrate community participation. The book concludes with two main points: that (a) both sustainable human development and peacebuilding are mutually reinforcing frameworks aimed at achieving the same human development goals, and (b) the pursuit of the right to self-determination is enhanced, as both frameworks are combined to provide a context for the attainment of peace in Mindanao.
