Demographic challenges are particularly acute in rural regions. A report by the Canadian Rural Revitalization Foundation points out that "a strong rural Canada is crucial for a strong economic and social Canada. This strength comes from the ability of rural people to self-organize" (Reimer and Apedaile, 2000). Community economic development (CED) has been described as "people organizing themselves to take action in the community where they live to create economic opportunities on a sustainable basis" (Goldenberg, 2008).

Book excerpt: The Blue Economy is emerging on the global scene as a powerful and persuasive new concept for sustainable development based on economic activities associated with the ocean. Several regions globally have adopted this concept at national and regional levels, including the Caribbean. Given the complex, multisectoral and multilevel nature of the Blue Economy, it is clear that different approaches will be needed for different regions. Hence, this volume explores the opportunities, threats and risks involved in operationalising the Blue Economy in the Wider Caribbean Region, defined as northern Brazil to the USA and all mainland and island countries and territories in-between. The first part of the book looks at where the region stands in the global picture regarding adoption of the Blue Economy and what is planned. The second set of chapters examines key crosscutting issues such as ecosystem services, climate change and governance at national and regional levels that could make or break the Blue Economy initiative. The book then goes on to explore the main sectoral activities that will constitute the Blue Economies in the region: fisheries, tourism, shipping and transport, renewable energy, oil and gas, seabed mining and waste management are all considered. The book ends with a synthesis of the political and technical requirements to overcome threats and take advantage of opportunities in the Blue Economy.

Book excerpt: This publication describes a small international initiative to examine how local communities can undertake the above tasks of democratization with specific reference to the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication. Communities may have been active participants in proposing inputs which were aggregated and shared in the formulation of the guidelines, yet their role in monitoring and evaluating the implementation of the adopted texts is peripheral. At best, they watch implementation undertaken in their name, but as passive observers. A radical change is needed in order to mainstream community participation into the implementation and monitoring of guidelines of the type described above. There is a need to “take back voluntary guidelines to the community”; demystify their contents; assess with the community what indicators will be utilized to evaluate the progress of implementation; and think through with them the nature of tools to be used for this purpose. Basically, the call is for a democratization of the implementation and monitoring of voluntary guidelines, making them by, for and of the community.

There is a general sense of the opportunity to realise enhanced social and economic benefits from the sustainable utilisation of their ocean and coastal resources under the umbrella framework of blue economy. Blue economy is gaining traction already as a significant component of national policies, even in spite of a clear conceptualization of the term. Many countries are now preparing national policies towards realising their blue economy ambitions, utilizing the concept as they see fit. Likewise, multilateral and regional organisations are developing guidelines, and providing investment in new research, technologies, and financing tools that promote blue economy. Critical challenges abound, in particular in less privileged countries. These include the gap in research capabilities, governments prioritizing social wellbeing and economic profit in contrast to environmental protection, the identification of new and emerging areas of ocean economic activity that are both socially and ecologically sustainable and holds viable business models that can attract private investment.
