Ten years on, those states are mired in uncertainty. Beset by internal problems, fearful of a return to the violence that spawned them, and isolated and unrecognized internationally, they survive behind cease-fire lines that have temporarily frozen but not resolved their conflicts with the metropolitan powers. In this, the first in-depth comparative analysis of these self-proclaimed republics, Dov Lynch examines the logic that maintains this uneasy existence and explores ways out of their volatile predicament. Then, following the September 11, 2001, terrorist attacks in the United States, NATO and the Russian Federation agreed to create a NATO-Russia Council (NRC), "where NATO member states and Russia will work as equal partners in areas of common interest." This report does not review in detail the record of the NATO-Russia Council. Rather, it points to some additional areas in which the members of the NATO-Russia Working Group believe the NRC can usefully become engaged. Whether the time has arrived for redefining Russia's relations with NATO-or within NATO is the key point of this report. This matter has two dimensions: the fulfillment of a 20th-century security agenda to ensure that the last century's European tragedy will "never again" be visited and a new agenda for the 21st century, typified by three concerns: terrorism, the spread of weapons of mass destruction, and security for the broader Middle East. These two agendas include * Russia's greater and more-integrated participation in security, political, economic, and other arrangements for the great ongoing experiment in determining future security in Europe and beyond * Russia's role in the development of Western policy and practice in areas beyond Europe, especially in the Middle East, Central Asia, and the Transcaucasus. With the 2014 annexation of Crimea, the invasion of eastern Ukraine and sustainment of an insurgency there, and (in particular) the 2015 intervention in Syria, Russia repeatedly surprised U.S. policymakers with its willingness and ability to use its military to achieve its foreign policy objectives. Despite Russia's relatively small global economic footprint, it has engaged in more interventions than any other U.S. competitor since the end of the Cold War. In this report, the authors assess when, where, and why Russia conducts military interventions by analyzing the 25 interventions that Russia has undertaken since 1991, including detailed case studies of the 2008 Russia-Georgia War and Moscow's involvement in the ongoing Syrian civil war. The authors suggest that Russia is most likely to intervene to prevent erosion of its influence in its neighborhood, particularly following a shock that portends such an erosion occurring rapidly. If there were to be a regime change in a core Russian regional ally, such as Belarus or Armenia, that brought to power a government hostile to Moscow's interests, it is possible (if not likely) that a military intervention could ensue.

The Soviet presence and purposes in Latin America are a matter of great controversy, yet no serious study was hitherto combined with a regional perspective (concentrating on the nature and regional impact of Soviet activity on the ground) and diplomatic analysis, examining the strategic and ideological factors that influence Soviet foreign policy. Nicola Miller's lucid and accessible survey of Soviet-Latin American relations over the past quarter-century demonstrates clearly that existing, heavily 'geo-political' accounts distort the real nature of Soviet activity in the area, closely constrained by local political, social and geographical factors. In a broadly chronological series of case-studies Dr Miller argues that, American counter-influence apart, enormous physical and communicational barriers obstruct Soviet-Latin American relations and that the lack of economic complementarity imposes a natural obstacle to trading growth: even Cuba, often cited as 'proof' of Soviet designs upon the area, is only an apparent exception.

The work argues that, by conflating personalistic regime survival with national security, Putin ensures that contemporary Russian national interest, as expressed through strategic behavior, is the synthesis of a peculiar troika: a long-standing imperial strategic culture, rooted in a partially imagined past; the operational code of a counter-intelligence president and decision-making elite; and the realities of Russia as a hybrid state. The book first examines the role of structure and agency in shaping contemporary Russian strategic behavior. It then provides a conceptual understanding of strategic culture, and applies this to Tsarist and Soviet historical developments. The book’s analysis of the operational code, however, demonstrates that Putinism is more than the sum of the past. At the end, the book assesses Putin’s statecraft and stress-tests our assumptions about the exercise of contemporary power in Russia and the structure of Putin’s agency. This book will be of interest to students of Russian politics and foreign policy, strategic studies and international relations.
