Fruto de estos años de trabajo en territorios del país y con estas entidades, la Universidad Externado de Colombia, desde la línea de investigación de Población, Medio Ambiente y Desarrollo del área de Demografía y Estudios de Población, se dio a la tarea de consolidar un modelo conceptual, metodológico, técnico y operativo que permite la integración de la población y sus dinámicas a los procesos de planeacíón del desarrollo y el territorio y a la formulación de políticas públicas derivadas. Este modelo, conocido como el modelo de Balance de las Tensiones que se generan en las interacciones entre la Población, su base Ambiental y su dinámica Socioeconómica (BIT PASE por sus siglas), busca la generación de un conocimiento nuevo y relevante para la toma de decisiones de política pública.
