Book excerpt: This book is about how work enters and affects the lives of children in Africa, taking for granted neither the traditional values surrounding childrens work, nor the international standards against it. Many African societies nurture their children on the ingrained notion that children must work as part of their process of growing up. Children participate in their families and communities through the work they do in the house and in whatever else their families do. Such views are, however, antithetical to the dominant views in Europe and North America which see childhood as a time of freedom from responsibility and economic activity. These views have become so popular with the elites in other countries to the extent that they now drive international campaigns against child labour, and have been incorporated into what are now considered universal international standards and conventions. This book was conceived within the framework of the CODESRIA tradition of taking African perspectives seriously and not allowing social research in Africa to become subservient to values from outside. African scholars remain keenly aware of the need not to isolate themselves from developments in the wider world, which could lead to stagnation. This book, through empirical observation of the lives of African children, the work they do, its place in their lives, and what the children say about it, proposes new perspectives towards a new understanding of this complex stage of human development. Work is not simply about the right to income: work provides identity and status in society, and participation in the community. People relate to one another through work. Those who do not work are often without status and are at the periphery of society. One of the major ways in which this book differs from most of the available literature is in the understanding it brings to the problem of child labour. There are economic reasons why children may need an income of their own. There is the demographic fact that the proportion of children to adults in low-income countries is nearly double that in high-income societies. This book attempts to demonstrate that work is both necessary and beneficial in terms of a childs development to become a full, responsible, and respectable member of society.

It is in this regard that this book, through the various chapters, engages with their competencies, skills and creativity to respond to experiential challenges as independent migrants or ones under coercion working in city streets and markets or cocoa farms or juggling work and schooling in pursuit of some education. Confronted with their parents' and siblings' health predicaments and the inadequacies of state and familial care, or urgent negotiation of their sexualities, they demonstrate incredible resilience. Similarly, their perceptiveness is demonstrated in a unique appreciation of politics and its actors and a capacity to assume responsibilities beyond their chronological age. Thus while highlighting some of the challenges confronting African children, the book provides gripping evidence of how they resiliently negotiate those challenges.

Cette ascension peut être accélérée par un dividende démographique dû aux changements dans la structure par âge de la population. Les baisses de la mortalité infantile, suivies par la baisse de la fécondité, produisent une génération «renflement» et un grand nombre de personnes d'âge actif, donnant un coup de pouce à l'économie. Dans le court terme, une fécondité plus faible engendre une baisse des taux de dépendance des jeunes et une plus grande participation de la population active féminine en dehors de la maison. La réduction de la taille de la famille signifie également qu’il reste davantage de ressources à investir dans la santé et l'éducation par enfant, augmentant ainsi la productivité future des travailleurs. Au long terme, une durée de vie accrue résultant de l’amélioration dans le domaine de la santé signifie que cette vaste cohorte aux gains élevés sera également désireuse d’épargner pour la retraite ainsi que pour la création de l'épargne et des investissements plus conséquents, conduisant ainsi à d'autres gains de productivité. Deux choses sont nécessaires pour que le dividende démographique génère un décollage économique de l'Afrique. La première consiste à accélérer la baisse de la fécondité qui est actuellement au point mort ou lente dans de nombreux pays. La seconde est les politiques économiques qui profitent de l'occasion offerte par le changement de la démographie. Alors que l'évolution démographique peut produire plus, et des travailleurs de meilleure qualité, cette main-d'œuvre potentielle doit être employée si l'Afrique se doit de récolter le dividende. Cependant, une fois en route, la relation entre l'évolution démographique et le développement humain fonctionne dans les deux sens, c’est-à -dire qu’elle crée un cercle vertueux susceptible d’accélérer la baisse de la fécondité, le développement social et la croissance économique. Les recherches scientifiques montrent trois facteurs clés pour accélérer la transition de la fécondité: la santé des enfants, l'éducation des femmes et l'autonomisation des femmes, notamment par l'accès à la planification familiale. Exploiter le dividende démographique nécessite la création d'emplois pour les grandes cohortes de jeunes qui entrent en âge de travailler et qui stimulent les investissements étrangers jusqu'à faire augmenter l'épargne intérieure et l'investissement. La combinaison appropriée de politiques dans chaque pays dépend de leur stade de transition démographique. Etant la dernière région à subir la transition démographique, l’Afrique peut tirer les leçons des réussites et des échecs des autres régions dans l'exploitation d'un dividende démographique. Le succès exige (i) l'accélération de la transition démographique; (ii) une économie dynamique produisant des revenus et des investissements plus élevés pour une jeunesse mieux éduquée et en meilleure santé.

L’augmentation de la population en âge de travailler en Afrique subsaharienne constitue une réelle chance d’accroître la prospérité collective. Les pays de la région ont investi massivement dans le développement des compétences†‰; les dépenses publiques consacrées à l’éducation ont été multipliées par sept au cours des 30 dernières années, et le nombre d’enfants scolarisés est aujourd’hui plus élevé que jamais. Pourtant, les systèmes d’éducation de cette population n’ont pas donné les résultats escomptés, et ces insuffisances entravent considérablement les perspectives économiques. Dans la moitié des pays, moins de deux enfants sur trois terminent l’école primaire, et encore moins atteignent des niveaux supérieurs d’enseignement et obtiennent un diplôme. Les acquis d’apprentissage demeurent faibles, ce qui entraîne des lacunes dans les compétences cognitives de base telles que la lecture, l’écriture et le calcul, aussi bien chez les enfants, les jeunes que les adultes. Le taux d’alphabétisation de la population adulte est inférieur à 50 % dans de nombreux pays†‰; la part des adultes sachant lire, écrire et compter de manière fonctionnelle est encore plus faible. Une réforme du système est nécessaire pour réaliser des progrès significatifs. De multiples agences aux niveaux national et local sont impliquées dans les stratégies de développement des compétences, faisant des compétences «†‰le problème de tous, mais la responsabilité de personne†‰». Les politiques et les réformes doivent permettre de renforcer les capacités des politiques qui ont fait leurs preuves et d’instaurer des mesures incitatives visant à faire converger le comportement de tous les acteurs dans la poursuite des objectifs de développement des compétences au niveau national. Le développement des compétences en Afrique subsaharienne, un exercice d’équilibre. Investir dans les compétences pour la productivité, l’inclusion et l’adaptabilité présente des données qui éclaireront les choix stratégiques des pays en matière d’investissements dans les compétences. Chaque chapitre aborde un ensemble de questions spécifiques, en s’appuyant sur une analyse originale et sur une synthèse des travaux existants pour explorer les domaines principaux : • comment les compétences appropriées à chaque étape du cycle de vie sont-elles acquises et quelles défaillances du marché et des institutions affectent le développement des compétences†‰; • quels systèmes sont nécessaires pour que les individus aient accès à ces compétences, notamment les investissements consentis par les familles, les institutions du secteur privé, les écoles et autres programmes publics†‰; • comment ces systèmes peuvent-ils être renforcés†‰; • comment les personnes les plus vulnérables, à savoir celles qui ne font pas partie des systèmes standards et qui n’ont pas réussi à acquérir des compétences essentielles, peuvent-elles être soutenues. Des dirigeants engagés, des efforts conjoints de réforme et des politiques bien coordonnées sont essentiels pour aborder le délicat exercice d’équilibre que représente le développement des compétences en Afrique subsaharienne.
