It examines questions pertaining to how states perceive the need and necessity for establishing a regime when it comes to the issue of energy and how much commitment they make to the effort in Northeast Asia. The book analyses the factors that shape each country’s fundamental energy interests in the region, how these interests impact their attitudes toward engaging the region on energy security and the way they carry out their regional engagement. Based on countries’ interests in promoting institutionalized regional energy cooperation and their capacity for forging that cooperation, the collection assesses each state’s role in contributing to an energy regime in Northeast Asia. It then concludes with a critique on the decade-plus quest for energy security cooperation in Northeast Asia and suggests ways forward for facilitating regional energy security cooperation. This is an attempt to debate and discuss various facets -- economic, technological and political -- of such strategies, and at the same time, to encompass concepts, like energy security and energy diplomacy, that form significant components of such strategies. Strategising of energy is an issue that is inextricably linked with the domestic and foreign policies of a nation or a region, and it is characteristically futuristic, as strategies are supposed to be made with a long-term perspective. Contemporary Asian realities serve as the perspective of such an analysis for several reasons. Asia is the home of two fast growing and energy-thirsty countries like China and India, as well as Japan and the ASEAN countries. There are at least three energy-producing regions in Asia that are crucial for global energy security, like West Asia, the traditional one, two upcoming regions of Central Asia and the area around South China Sea. The Indian Ocean is one of the most important energy transit routes for international energy transport. Even the smallest disruption in the production and transport-chain of energy within Asia has the potential of upsetting the global energy balance. This volume attempts to focus on a number of significant issues concerning the theme of strategising of energy. Contributors analyse, debate and discuss the questions from different viewpoints and different angles. Thus, this volume represents a wide spectrum of views—from a scientist’s vision of a world with cleaner energy, to the strategist’s comments on solutions to national energy issues; from journalists’ views on the development of governmental policies on energy, to academicians’ analyses of regional energy strategies; and from historians’ analyses of the restructuring of the national energy infrastructure and the re-prioritising of national energy strategies, to debates on national, regional as well as maritime energy strategies by specialists on international relations.

Fourth, shale oil and gas investment cooperation will be the new content of energy cooperation in northeast Asia. In addition, China's "One Belt And One Road" initiative will also boost the energy cooperation in northeast Asian. Northeast Asian countries should rethink how to promote the energy cooperation in northeast Asian further.

The report concludes that energy connectivity can increase the supply and reduce the cost of energy, while lowering its social and environmental costs and addressing the challenges of energy security. Regional cooperation in energy has been evolving mainly through five subregional clusters –– South-East Asia, Central Asia, South Asia, North-East Asia, and the Pacific. A great many resources have been spent on bringing the subregions together; however, overall results remain below the potential. One of the main reasons for the slow progress is the decision-making process for cross-border projects. Energy markets do not connect by themselves; in the next few decades, actions will be needed to build physical energy networks, institutional connectivity and, most importantly, trust between nations to meet the Region’s two most important challenges — overcoming energy poverty and mitigating climate change. Governments, policymakers, and experts must work together in partnership with the private sector to provide sustainable energy for all by 2050 by connecting Asian energy networks and building institutions of integration. ESCAP is in a unique position to lead such a transformative partnership for ensuring that regional energy connectivity creates incentive structures and institutions to deliver cost-effective energy for the entire Region. It is time to build energy connectivity for an interdependent Asia and the Pacific –– prosperous and connected –– thus ending Asian economic dependence on a single source or a single fuel.

The spectacular rise of the South Korean economy in the past half century, also known as “Miracle on the Han River,” has been duly highlighted as one of the most successful cases of economic development worldwide. However, among the factors curbing South Korea’s growth perspectives has been, from the very beginning of its rise, the coexistence of the difficult neighbour to the North, Democratic People’s Republic of Korea. While in the cold war this coexistence has been taken as inevitable, after the end of the cold war there were hopes to overcome this obstacle to further growth either through collapse or enhanced cooperation with the North, neither of which became reality. North Korea’s unprecedented aggressiveness and development of long-range ballistic missiles and nuclear devices, made this threat truly an international question with multilateral talks coming into existence as ad-hoc measures to cope with the nuclear crisis. It was then that the idea of a Northeast Asian Security Community was born. The contributions in this book discuss how a peaceful solution of the security problems could not only enhance stability of Korea’s economy and reduce the defense burden considerably (the so-called peace dividend), but would facilitate regional investments safer and regional solutions for common economic problems. When discussing the possibilities of a security framework or, in an institutionalized form, security community, in Northeast Asia, the authors in this volume are realistic as to not fall into the trap of wishful thinking, which so often has characterized approaches to North Korea resulting in disappointment. The past two years again saw the rising of tensions in Northeast Asia and the masterful way in which even an impoverished and isolated country can play its cards. While it seems a new ice age between the two Koreas is possible, nevertheless and maybe even more than ever the search for a stable security framework for Northeast Asia as a precondition for peaceful economic cooperation and development will go on.
