The purpose of this study is to improve energy efficiency at Fort Myer by analyzing the effects and benefits of closing the central steam producing boiler facility, Building 447, during the non-heating months from mid-May to mid-October. Currently, the central steam plant operates through this period to provide steam for domestic hot water, steam driven laundry presses, air conditioning system reheat, food preparation and dishwashing demands of twenty-two buildings on the base.

Book excerpt: The purpose of this study has been to examine potential new energy conservation opportunities (ECO), as well as re-evaluate certain ECO previously studied on a comprehensive basis. Selected special studies have also been undertaken. The end product of this project will result in four (4) applications to the Federal "Energy Conservation Investment Program" (ECIP) for funding of energy improvements. Further, it is assumed that other energy conservation applications, on an annual basis, will be forthcoming in the future to further implement the Fort Lewis Energy Program. Several special studies, such as a Basewide Energy Monitoring and Control System study (EMCS) were submitted, as late as, 1983. The Base Wide Energy Plan is broad and comprehensive, looking at larger energy issues with several, more detailed concerns addressed. The Plan was the basis for approximately eight ECIP projects, of which half have been submitted for funding consideration by Fort Lewis. The Fort Lewis Base Wide Energy Plan was considered as the basic overall document, from which specific, more detailed studies and implementation projects could be evolved. The plan to date, has been the basis for the Corps of Engineers, Project PN47O and a project by Associated Engineers. Both projects entailed 3 to 6 specific energy improvements, such as insulation, weather stripping, boiler controls, thermostats, and high bay fans for redistribution of warm air. Second, DEE, in its program of facilities upgrading, has instituted compliance to Washington State Energy Code Requirements.

(2) Examine 60 to 400 Hz converters for opportunities to reduce utility costs. Review will include examination of alternative technologies, as well as optional utilization of existing stock. (3) Examine the possibility of adding additional storage to potable water system to allow pumping during 'off peak' hours as defined by local utility. Savings will occur as demand savings. (4) Study three 'typical' buildings on base for savings due to fenestration improvements. These improvements would include exterior shading, double pane glazing, reflective films, and window area reduction. (5) Evaluate the feasibility of down-sizing existing transformers and/or connecting additional load to improve transformer utilization and reduce transformer core energy losses. (6) Evaluate the feasibility of implementing several common ECOs at the base. These ECOs would include wall and roof insulation, timeclocks, etc.
