This survey involves only designated facilities at various U.S. Army Installations. The scope of work to be performed under this project includes the following tasks: (a) Coordinate with the on-going and proposed energy projects. (b) Conduct a limited site survey to identify applicable ECO's and obtain necessary data to evaluate the ECO's. (c) Evaluate applicable ECO's to determine the feasibility in accordance with current ECIP guidance. (d) Prepare complete programming and implementation documentation for the implementation of recommended projects. (e) Prepare a comprehensive report to document the work performed including energy analyses, the results and recommendations. The facilities covered under this survey are listed on Table 1.

Book excerpt: The objective of this report was to assist in attaining the Army's goals in reducing energy use while still accomplishing its military missions, this Energy Engineering Analysis has been performed for the USASCH Facilities on the Islands of Hawaii and Oahu, Hawaii. Objective of the study is to assist energy-conservation administration and policy by identifying measures to be developed into Energy-Conservation Investment Programs (ECIP) projects, operation and maintenance (O & M) alteration and/or construction projects, and recommendations for improving energy utilization by means requiring little or no capital expenditure. The scope of the project included studies and field checks of buildings and utilities at each of ten designated installations under WESTCOM command, to see where most energy is used, and how its consumption can be reduced. Engineering analysis of the data was used to define technical requirements and costs of prospective ECIP projects generally requiring capital investment of more than $100,000 and evaluating their effectiveness by E/C ratio; the energy saved (millions of British Thermal Units, MBTU, per year) divided by the cost (thousands of dollars of capital) required.

Camp Zama and the Sagamihara Dependent Housing Area (SDHA) installations are located as shown in Figure ES-1 (Tokyo and Vicinity Map). Specific locations of the designated facilities at Camp Zama and the Sagamihara Dependent Housing Area are as shown in Figures ES-2 and ES-3, (Base Map - Camp Zama and Information Map Sagamihara Dependent Housing Area).

Available in PDF, EPUB and Kindle. Book excerpt: An Energy Savings Opportunity Survey (ESOS) has been completed for the U.S. Army Dugway Proving Ground facility located at Dugway, Utah. This work, conducted as part of the Energy Engineering Analysis Program (EEAP), included: a review of previous studies; an evaluation of selected projects and energy conservation opportunities (ECOs); a site survey of 53 selected buildings to identify additional ECOs; analysis of the energy and cost savings and ECOs project costs; and preparation of project documentation for funding and implementation. Over 150 different energy conservation opportunities (ECOs), shown on pages 2 through 5, were identified during this ESOS. Economic analysis indicates that only 106 of these ECOs had a savings to investment (SIR) ratio greater than one. The estimated savings from the 106 ECOs was nearly 45,000 MBTU or 15 percent of the FY84-85 overall energy (MBTU) usage. Cost savings for the 106 ECOs are estimated to approach $271,000 or 9 percent of the same period. Most all of the ECOs identified save fuel oil rather than electricity. Total savings from the fuel oil ECOs exceed $260,000 or over 19 percent of the FY84-85 fuel oil usage. Seven projects were selected by Dugway Proving Ground for funding and implementation. These projects, outlined on pages 6 - 7 with supporting data starting on page 8, are estimated to save 44,000 MBTUs and over $267,900 annually. The estimated cost for design and construction of these projects is approximately $1,197,000.

Book excerpt: In 1980 through 1982 a Basewide Energy Systems Plan (BESP) was developed under the direction of the Corps of Engineers at Ft. McClellan to assist the installation in meeting the requirements of the Army Facilities Energy Plan and the ten (10) year Energy Use Reduction Goal. Some of the energy saving projects recommended by the BESP have been implemented. In FY 1977, the total base energy consumption was 1,105,221 MBtu (Million British thermal units). By FY 1987, this had been reduced to 870,900 MBtu, a reduction of twenty-one percent (21%). This resulted in a cost avoidance for FY 1987 over base year FY 1977 of $2,960,986, or a thirty-two percent (32%) reduction.

The contract calls for an Energy Savings Opportunity Survey (ESOS) Energy Engineering Analysis Program (EEAP) at Fort Buchanan and its associated U.S. Army Reserve (USAR) Centers, Puerto Rico. The ECO's identified and recommended in this survey are listed in section 4. In summary, for the total program, 19 projects, if implemented, will save: 11,101 MBtu's of electrical energy or 3,252,622 kilowatt-hours, annually, saving $260,321 per year for an investment of $957,143. The projects will pay for themselves in 3.7 years and the Savings-to-Investment Ratio (SIR) will be 7.6. In addition to the individual energy-saving projects that are the primary results of this study, four general recommendations are called for.

Book excerpt: The Indiana Army Ammunition Plant in Charlestown, Indiana completed FY1985 with an energy use reduction of 8.5% from FY1984, surpassing the 8.1% goal. The 10-Year Energy Use Reduction Coal (Base Year FYl975) of 32.3% was achieved and surpassed in FY1985 with a 10-year reduction of 32.5%. This reduction occurred while increasing the plant's staff by 15% and production by 28%. The energy conservation efforts at INAAP during FY1985 resulted in cost avoidances of $917,685 for base year FYl985 and $175,879 from FY1984. For these remarkable efforts, the plant has received numerous awards including the US DOE Federal Energy Efficiency Award, the DoD Installation Award, and the Contractor, ICI Americans, Inc. has received the Association of Energy Engineers Corporate Energy Management Award. The achievement of these energy reductions had occurred by implementing a high priority action-oriented task plan utilizing short term and long term facility retrofit projects as well as people oriented programs and incentives.
