Book excerpt: The ECO evaluation consisted of selecting a ground water heat pump and a system configuration to evaluate. A ground water coupled heat pump with a seasonal energy efficiency rating (SEER) of 14 was selected for evaluation. The system configuration consisted of a one for one replacement of heat pumps; and separate supply and return wells serving every two heat pumps. Bin weather data was utilized in a spreadsheet format to model the annual energy consumption of both the existing system and the proposed systems. The most significant cost for the groundwater coupled heat pump is the well systems. The project did not have an attractive simple payback when evaluated with a dedicated supply and return well for each heat pump. This section contains the programming documentation for ECIP Project 3, installation of ground water coupled heat pumps. Included are the project development brochures, 1391 forms, life cycle cost analysis, cost estimates for the entire project, and energy calculations for each family housing area. Catalog cut sheets are included as an appendix to the document (located at the end of this section) to represent the replacement products.

In addition, the project includes an exterior lighting survey of five locations around the facility, a comprehensive survey of two generators at the Water Treatment Plant and Boiling Springs Pump House, and four chillers serving four buildings.

The work accomplished under this project is part of the Department of the Army Energy Engineering Analysis Program (EEAP). This report illustrates the results of the work that has been accomplished. This work includes: (1) the review of previous studies, (2) re-evaluation of selected projects, (3) evaluation of selected energy conservation opportunities (ECO's), and (4) limited site surveys to evaluate selected buildings and areas. Included in the appendix of this report is the analysis of each ECO studied, the completed implementation documents with their supporting data, and the results of building computer simulations. Unless indicated otherwise, all buildings and areas addressed in this study are at Fort Sam Houston, Texas. Some of the buildings addressed in this study (P-6201, P-6202, P-6203, P-6204, and P-6215) are located at Camp Bullis. Camp Bullis is not contiguous with Fort Sam Houston and is located approximately 18 miles northwest of Ft. Sam Houston.

Book excerpt: This Energy Savings Opportunity Survey (ESOS) of select facilities at Fort Wainwright is provided as part of the Energy Engineering Analysis Program (EEAP). Similar studies were undertaken concurrently for Fort Richardson and Fort Greely and are contained in separate reports. The study was initiated 30 September 1988. From August 1987 through May 1988 the project was temporarily suspended until a revised Scope of Work was issued. The EEAP is a series of studies intended to identify energy conservation opportunities (ECOs) which will result in the optimum use of energy resources available. The overall purpose of this study was to identify means to save energy through investment in the application of energy conserving technologies. This objective was approached by the evaluation of pre-identified ECOs within specified buildings that might yield positive economic return to the Government, if undertaken, and that would fit within the constraints of several funding programs available to the Department of the Army. The Fort Wainwright study was limited to examination of 35 ECOs as they may apply to one or more of 17 buildings specified by the Scope of Work. The Scope of Work also called for technical audit and analysis of one of the 17 buildings: the Laundry Facility (Building 3025).
