It reflects the status of the power sector of Andhra Pradesh with specific consideration of Greater Hyderabad. Beside transport, electricity is the main application of energy sources in the areas of generation, transmission, generation and consumption. The study places particular attention, first, to the regulatory framework of the Andhra Pradesh power sector and the linkages to Hyderabad and, second, to the state of the sub-sectors. Based on this we identify sources for inefficient energy use and provide the basis for further analysis of consumption patterns of households and firms in the public and private sectors. The predominant problems of the power sector highlighted in the background study are huge supply gaps and growing peak deficits due to economic growth, insufficient incentives for energy saving investments and limited capacity expansions, because tariff structures fail to set price signals for energy saving measures and application of low emission technologies. The results of the background study indicate several reasons for inefficiencies and supply gaps arising from institutional, economic and technical issues, such as subsidies for irrigation and agriculture failing to set incentives for energy savings for farmers. The background study forms the basis for analysis of strategies to improve energy efficiency and to develop strategies and projects together with the stakeholder analysis in the entire energy sector.

Available in PDF, EPUB and Kindle. Book excerpt: This report focuses on the policies of electricity provision for irrigation and the cost of groundwater-based irrigation. The empirical findings indicate that electricity regulation is unlikely to fulfil the expectations of an allocation-efficient tariff structure in the given political situation, leading to regulatory capture. The report's chronological approach reveals development paths that are also present in the current action situations. The findings suggest that the involved properties of transactions inherent in the choices available to each actor are constitutive for understanding the unfolding of each potential and the realised development path. The economic conditions of dry-land agriculture and the costs of food provision render a shift towards a cost-based tariff setting unlikely. The analysis at the level of electricity distribution and agricultural production systems indicates that although marginal costs of electricity supply are inexistent, the costs for the consequences of poor infrastructure incur heavy burdens on agricultural enterprises. The costs of electricity would exceed those for each of the other input factors of production. The absence of marginal costs has led to highly inefficient groundwater irrigation. Fortunately, incentives in agriculture for higher power quality are given, resulting from the high costs of pump set burnouts through voltage fluctuations. This incentive can be combined with energy efficiency measures. Effective measures are most feasible at the level of the electricity sub-station, isolating an agricultural electricity feeder and the connected distribution transformers.

The topic is linked with the research work of the megacity project "Sustainable Hyderabad" (www.sustainable-hyderabad.in) where climate change impacts are being analysed and mitigation and adaptation measures are being developed. The work presented explores communication strategies which target climate friendly and energy efficient lifestyles and consumption patterns. Furthermore it intends to integrate local knowledge and needs of affected groups in the development of communication and participation strategies to make them efficient and to activate the civil society to take self-initiative.

Book excerpt: Due to a constantly high population growth of India's sixth largest metropolis Hyderabad, a strongly growing middle-class and the subsequent rise of traffic and motorised vehicles in particular, sustainable solutions are needed to secure daily routines. For up to 50 % of the - predominantly poor - population, walking is crucial for everyday life. There is a tendency towards suburbanisation, still, for many people living in the city's central areas even low fares for busses or rickshaws are often not affordable. Additionally, the high level of air pollution poses a risk for people's health. This paper presents the action research conducted in 2009 (Citizens' Exhibition, expert workshop and online-dialogue). It analyses the degree of participation at different levels and evaluates the participative tools and methods used. It explains the most important problems in the field of traffic and transport from the citizens' point of view on the local level and gives an outlook on the problems and tasks at the city level. The analysis shows that the situation of pedestrians can be seen as one of the most important problems in the field of traffic and transport: a high rate of fatal accidents in which pedestrians lose their lives. Also missing or unattractive footpaths lead to a high probability of switching over to motorised transport modes by those pedestrians who can afford it and to the marginalisation of those who cannot afford it. At the same time the topic bears good opportunities to come up with low-tech, cost effective and at the same time highly efficient solutions in terms of CO2 reduction. Although or for the reason that the topic is not on the top list of the political agenda, there is a civil movement to push it forward and forcefully improve mobility and quality of life.

Book excerpt: This study transcends the homogenizing (inter-)national level of argumentation (‘rich’ versus ‘poor’ countries), and instead looks at a sub-national level in two respects: (1) geographically it focuses on the rapidly growing megacity of Hyderabad; (2) in socio-economic terms the urban population is disaggregated by taking a lifestyle typology approach. For the first time, the lifestyle concept – traditionally being used in affluent consumer societies – is applied to a dynamically transforming and socially heterogeneous urban society. Methodically, the author includes India-specific value orientations as well as social practices as markers of social structural differentiation. The study identifies differentials of lifestyle-induced GHG emissions (carbon footprints) and underlines the ambiguity of a purely income based differentiation with regard to the levels of contribution to the climate problem.

City regions serve as magnets for people, enterprise, and culture, but with urbanisation , the worst form of visible poverty becomes prominent. The Asian region, with a slum population of an estimated 505.5 million people, remains host to over half of the world’s slum population . Book excerpt: This paper analyses the structure of local, regional and national stakeholders that might be relevant for a transition of Hyderabad into a low-carbon megacity. The main angle of the stakeholder selection in this report is defined by the leading question of our research: How do (local) lifestyle dynamics contribute to climate change, and how can lifestyle changes help to reduce local emissions and the vulnerability to global climate change? Our analysis reveals that climate change actually is a medium to low attention issue for the majority of stakeholders in Hyderabad (as in India in general). At the same time, the identified minority of individual or collective actors that actually do rate climate change higher on their agendas have the potential to form a critical mass for socioecological change in the city if (1) they improve their cooperation, if (2) institutional reforms in the urban space increase their impact, and if (3) they manage to align with a still 'silent majority' of stakeholders that by now rate climate change to be of minor relevance. The latter point is based on another key finding of our analyses: Actors with high structural power (based either on political, economic or network power) might be turned into potential 'allies' of a low-carbon strategy, if (1) they can interpret adaptation and mitigation options as new opportunities in their option space, (2) climate issues are more closely linked to sustainability issues, and (3) they perceive institutional reforms and stakeholder involvement as being beneficial for their daily operations. From these insights we derive some consequences for future pilot projects and policy advice.
