Book excerpt: The DoD relies heavily on petroleum-based fuel to sustain its forward-deployed locations -- particularly those that are not connected to local power grids. While weapon platforms require large amounts of fuel, the single largest battlefield fuel consumer is generators, which provide power for activities such as cooling, heating, and lighting. Transporting fuel to forward-deployed locations presents a logistics burden and risk, including exposing fuel truck convoys to attack. This report addresses DoD's: (1) efforts to reduce fuel demand at forward-deployed locations; and (2) approach to managing fuel demand at these locations. Solis visited DoD locations in Kuwait and Djibouti to learn about fuel reduction efforts and challenges facing these locations. Illus.

Book excerpt: In the constrained budget environment of recent years, the Department of Defense (DoD) has placed increasing emphasis on enhancing installation & infrastructure management capabilities. Energy management is an important component of infrastructure management. DoD has a facility energy conservation goal of reducing consumption by 30 percent by the year 2005 (measured on a square foot basis from a 1985 baseline). At the same time, DoD is attempting to comply with increasingly stringent environmental regulations, many of which have implications for energy management choices. However, shrinking defense budgets, downsizing & restructuring, & various management reforms are shifting emphasis away from energy management at DoD installations. This report documents RAND research assessing DoD's current capability to achieve energy policy goals at DoD installations. The authors identify what capability currently exists at DoD installations for implementing energy policy effectively & identify ways o enhance that capability through improved training & policy implementation.

Present energy use impacts DoD global operations by constraining freedom of action and self-sufficiency, demanding enormous economic resources, and putting many lives at risk in logistics support for deployed environments. There are many opportunities for DoD to more effectively meet energy requirements through a combination of human actions, energy efficiency technologies, and renewable energy resources. In 2008, a joint initiative was formed between DoD and the U.S. Department of Energy (DOE) to address military energy use. This initiative created a task force comprised of representatives from each branch of the military, the Office of the Secretary of Defense (OSD), the Federal Energy Management Program (FEMP), and the National Renewable Energy Laboratory (NREL) to examine the potential for ultra high efficiency military installations. This report presents an assessment of Marine Corps Air Station (MCAS) Miramar, selected by the task force as the initial prototype installation based on its strong history of energy advocacy and extensive track record of successful energy projects.

Net Zero Energy Installation Assessment (NZEIA) presents a systematic framework to analyze energy projects at installations while balancing other site priorities such as mission, cost, and security.

GAO also interviewed or requested information from relevant officials within DOD and the services about funding, monitoring, potential costs and benefits, and lessons learned. GAO visited Fort Carson, CO because it is one of two installations the Army identified as a pilot for energy, water, and waste management and contacted a nongeneralizable sample of 10 Army installations, selected based on their progress toward meeting energy, water, and solid waste diversion goals in fiscal year 2014 to obtain information regarding policies, goals, potential costs, and benefits of implementing net zero initiatives"--Preliminary page.

It is located in the Commonwealth of Virginia, 14 miles south of Washington, D.C., situated primarily on a peninsula of the Potomac River. Interstate 95 and US Route 1 provide primary transportation links to Norfolk, Washington, DC, and other cities. Fort Belvoir is an Army Installation under the Command of the United States Military District of Washington (MDW). Installation Mission: Since 1988 and its transfer to the MDW, Fort Belvoir's mission has shifted from training to service to MDW and the National Capitol Region (NCR). Within its eight mission elements are: contingency military support to the NCR, Regional Administrative Center, Regional Logistics Support, Regional Recreation Center, Classroom Center, Housing and other regional activities. The Installation is now referred to as 'U.S. Army Fort Belvoir'. Ft. Belvoir has been tasked, by Executive Order 12902, with reducing the total energy consumption on the Installation by 30% of the FY1985 level by the year FY2005. The purpose of this study is to determine the most effective Energy Management Systems (EMS) to install to assist in meeting this challenge. The analysis performed was based upon five buildings of different function, occupancy and scheduling, as well as different types of mechanical systems. Three different EMS types were analyzed for their advantages and applicability to each building. The results of this study are to be used to evaluate other buildings on the Installation. The three types of systems analyzed for this study are the FM Relay (FMR), the Power Line Carrier (PLC) and the Direct Digital Control (DDC) Systems.

Book excerpt: The design, construction, operation, and retrofit of buildings is evolving in response to ever-increasing knowledge about the impact of indoor environments on people and the impact of buildings on the environment. Research has shown that the quality of indoor environments can affect the health, safety, and productivity of the people who occupy them. Buildings are also resource intensive, accounting for 40 percent of primary energy use in the United States, 12 percent of water consumption, and 60 percent of all non-industrial waste. The processes for producing electricity at power plants and delivering it for use in buildings account for 40 percent of U.S. greenhouse gas emissions. The U.S. federal government manages approximately 429,000 buildings of many types with a total square footage of 3.34 billion worldwide, of which about 80 percent is owned space. More than 30 individual departments and agencies are responsible for managing these buildings. The characteristics of each agency's portfolio of facilities are determined by its mission and its programs. In 2010, GSA's Office of Federal High-Performance Green Buildings asked the National Academies to appoint an ad hoc committee of experts to conduct a public workshop and prepare a report that identified strategies and approaches for achieving a range of objectives associated with high-performance green federal buildings. Achieving High-Performance Federal Facilities identifies examples of important initiatives taking place and available resources. The report explores how these examples could be used to help make sustainability the preferred choice at all levels of decision making. Achieving High-Performance Federal Facilities can serve as a valuable guide federal agencies with differing missions, types of facilities, and operating procedures.
