It is a most vital instrument of the socio-economic development of a country. Energy is a very important factor in the production process. Energy is pivotal in running machinery in factories and industrial units, for lighting our cities and powering our vehicles etc. There has been enormous increase in the demand of energy due to the massive industrialization and rapid population growth in comparison to the enhancement in the supply of energy production. Supply of energy is, therefore, far less than the actual demand, resultantly crisis has emerged. An energy crisis can be defined as any great bottleneck (or price rise) in the supply of energy resources to an economy. With the evolution of civilizations, the human demand for energy has continuously increased. At present, the key factor which drives the growth in energy demand include increasing human population, modernization and urbanization. According to the united nations , the world population 6.5 billion in 2005 is to grow to 9.1 billion by 2050 and most of the population growth is expected to place in the developing world Asia and Africa.(Dinner, 1999). Poverty, hunger, disease, illiteracy and environmental degradation are the most important challenges faced by the world. Poor and inadequate access to secure an affordable means of energy in one of the crucial factors behind these issues. Electricity for example is vital for providing basic social services such as education and health, water supply and purification, sanitation, and refrigeration of essential medicines. Electricity is of course, very helpful in supporting a wide range of income generation opportunities. The leading countries in the world in terms of population without access to electricity include India, Bangladesh, Indonesia, Nigeria, Pakistan, Congo, Ethiopia, Myanmar, Tanzania, and Kenya. With the growing world population and people's aspiration for improved life a central and collective global issue in the new century is to sustain socio-economic growth within the constraints of the earth’s limited natural resource along with preserving the environment.

Being an insider, he has had enough exposure to be able to point out issues and problems and has been able to develop a package of thorough recommendations. He has argued for better negotiations of CPEC energy sector's terms and has advised NEPRA to take steps to bring down tariff to a fair and affordable level but argues that Petroleum prices in Pakistan are fair and lowest in the region. The author is of the view that energy imports should be discouraged and argues in favour of local resource development and indigenization. In the back drop of remarkable recent reduction in Solar PV prices, he argues for a significant reappraisal of existing plans leading to a major initiative for inducting solar electricity in a distributed mode at about 50 locations. He has proposed alternatives and cheaper approaches with respect to Smart Meters, LPG distribution projects and RLNG terminals etc. Supporting coal, he has criticized avoidance of the required environmental controls and has demanded corrective steps in this respect. Overall, he presents an optimistic picture with critical evaluation of issues and problems. Laden with a lot of data and tables, the book should be a must reading for policy makers, stakeholders, academia and all those who have more than a passing interest in the subject.

Book excerpt: The purpose of Tajikistan’s Winter Energy Crisis is to assist the Government of Tajikistan (GoT) in exploring ways to overcome electricity shortages due to rising demand for electricity. It focuses on investments and policy reforms in order to strengthen the financial, technical, and institutional capacities in the power sector and to prepare the Government for undertaking a major expansion of power supply capacity until the year 2020. The Study explores a range of supply and demand alternatives (e.g., thermal, run-of-river hydro, other renewables, energy efficiency and demand management) excluding the option of large hydropower plants especially those requiring storage capacities, given the complexity and delays in their establishment. The option of a large hydropower project in Tajikistan, such as Rogun, is being explored by the various studies conducted by the Government and has involved a long process of information sharing on the findings of the studies for consensus building among stakeholders including Tajikistan, riparian Governments and their various Civil Society Organizations. Such a process requires the assurance of international quality standards, and incorporation of the concerns of all stakeholders. Without prompt actions, as recommended by the Study to address the causes of Tajikistan’s electricity crisis in the next 4-5 years, the shortages could increase to about 4,500 GWh by 2016 - translating to over a third of winter electricity demand. Following the recommendations of the current Study, the GoT will be on the road to establishing a long term energy security in Tajikistan.
