Book excerpt: This report covers the Final Submittal for Study of Irwin Army Community Hospital Energy Engineering Analysis Program, Fort Riley, Kansas. This study was initiated by the establishment of a computer model of the five building hospital complex as it now exists. Utility data was collected and analyzed to ascertain the present levels of gas and electricity consumption. The project team constructed an energy profile for the hospital complex using inputs from the building drawings, data gathered from the site visits, profile was validated by comparing the results to the utility bills and making minor adjustments to some parameters. An Interim Submittal covering the field survey data and preliminary analysis of all identified Energy Conservation Measures (ECO's) was submitted for review May 3, 1991. A design review conference was accomplished at Fort Riley, Kansas on July 16, 1991. A Prefinal Submittal covering the finalized ECO calculations and preliminary project development brochures was submitted for review September 1991. A review conference was held at Fort Riley in November 1991. The Final Submittal is a finalizing of project calculations incorporating the reviewing agencies comments.

Book excerpt: There are existing single pane windows in the 1955 portion of Building 600 with no thermal break. They are located in the following areas: 1. Second floor connecting corridor to Mechanical Equipment Room. 2. Second floor Chapel windows. 3. Dining Rooms. 4. Bakery. Replacement windows for these areas would be 1" tinted insulating glass set in bronze aluminum window units containing thermal breaks. The existing single pane clear window units with storms in Building 610 are also being replaced as part of this project. Tinted 1" insulated glass will be installed in 101 windows and 2" insulated wall panels will be installed in the remaining 230 units. Hospital entry vestibules at the main entry and the emergency/ outpatient entrance would be revised to create effective entry vestibules. The main entry vestibule was visited and field measured. An approximate 9'-O" wide curved hospital entry vestibule 6'-0" long on one side and 8'-0" long on the opposite side was added as part of the 1975 expansion and renovation project. The doors are medium styled, bronze anode, set in the original anodized window wall frame system. The vestibule does not provide adequate depth to ensure exterior doors are closed before interior doors are open and vice versa, especially when wheelchair bound persons use the entrance.

A total of 88 energy conservation opportunities (ECOs) were investigated, resulting in 7 projects being recommended. A three volume report has been prepared that describes in detail the work accomplished during the study. Volume I, Part 1 of 2, provides all the descriptive Narrative for the report. Volume I, Part 2 of 2, contains a copy of the Scope of Work and the Program Documentation. Volume II contains ECO calculations and backup technical details. Volume III contains computer simulation printouts. This executive summary follows the narrative outline with minor modifications and summaries in the form of charts and graphs for easier interpretation.

This contract called for the performance of Energy Engineering Analysis Programs (EEAP) at three U.S. Army installations: Fort Devens, Massachusetts; Letterkenny Army Depot, Pennsylvania; and Seneca Army Depot, New York. The objective of these programs was the identification, evaluation and development of programming documents for energy conservation projects which meet the criteria of the Army's Energy Conservation Investment Program (ECIP) and other funding mechanisms. The basic contract was modified by the Corps of Engineers several times to include additional increments of energy-related studies at each of the three installations. Work performed thus far for Fort Devens has included the following increments: A - ECIP's for buildings and processes; B - ECIP's for utilities and energy distribution systems and EMCS; C - Solar and renewable energy systems; D - Wood-Fired Steam Generation Plant; E - Coal conversion; and G - Projects identified in Increments A & B that did not meet ECIP criteria In order to fulfill expanded requirements of the Army Facilities Energy Plan, the Corps of Engineers extended the contract with RS & H to include a detailed energy audit of the Cutler Army Community Hospital and Associated Facilities at Fort Devens, Massachusetts. The Associated Facilities are the Vail Dental Clinic and the Oral Health Center. The energy audit consists of a field survey, analysis of energy conservation opportunities, and development of 1391's and other programming documents for qualifying projects. The metering plan option was not included as part of this contract.

By Contract, the EMCS analysis for Increment B is limited to a general review of the problems with the existing system and an expression of Ewing Cole Cherry Parsky's opinion on what should be done with existing systems. Renewable Energy Projects. By Contract, Increment C is limited to solar studies only. Solar studies are not to include space heating or cooling. Book excerpt: The results of the energy engineering analysis performed at Dwight David Eisenhower Army Medical Center (DDEAMC), located in Fort Cordon, Georgia are summarized herein. The work was performed by Affiliated Engineers, Inc. for the Army Corps of Engineers, Savannah District, under Army Contract No. DACA21-83-C-0188. The project included a detailed energy audit of the hospital and energy support facilities, development of a utility metering plan, and investigation of numerous energy conservation measures. Energy analyses were performed with the assistance of the ESP-II energy simulation computer program developed by Automated Procedures for Engineering Consultants (APEC) The energy conservation analysis showed that the opportunities for the most energy savings resulted from the installation of an Energy Monitoring and Control System (EMCS) and from modifications to the central plant chilled water systems. It was found that additional savings were available by upgrading miscellaneous thermal and electrical systems for greater energy efficiency. Finally, implementation documentation was developed for the various Energy Conservation Investment Programs (ECIP) and other energy conservation projects that met Army criteria.
