The tasks assigned under these Increments have been completed and are documented within. The study objective was to develop a systematic plan of projects that would result in the reduction of energy consumption in compliance with the Army Facilities Energy Plan (AFEP) and to prepare Project Development Brochures (PDB's), DD Forms 1391 and supporting documentation for those projects deemed feasible. The projects developed as a result of this study are described in this report. Project Development Brochures and DD Forms 1391 have been prepared in accordance with Army procedures and are bound separately.

The Scope of Work further defined the objectives and scope of each work increment to be as follows: Increment A - ECIP ̂Projects for Buildings and Processes Increment B - ECIP Projects for Utilities, Energy Distribution Systems and Energy Monitoring and Control Systems (EMCS) Increment C - Renewable Energy Systems Projects Increment D - Cogeneration and Solid Waste Plants Projects Increment E - Central Boiler Plant Projects Increment F - Facilities Engineer Conservation Measures Increment G - Projects Identified in Increments A and B that do not qualify under ECIP criteria This submittal presents the final results for Increments A, B, F and G through a description of those energy conservation opportunities (ECOs) and ECIP projects that were identified and evaluated as part of these work increments. Increments C, D and E have not been authorized at this time for Rock Island Arsenal.

Book excerpt: The Army Energy Plan, established in early 1978, sets both short and long term energy goals for the Army consistent with the Presidential Executive Order 12003 issued in mid-1977. It directs the Major Army commands to develop detailed implementation plans and funding documents. The National Energy Conservation Policy Act (NECPA) of 1978, directs that all facilities owned and operated by a Federal Agency must have all energy conservation retrofits performed by 1 January 1990. The Department of the Army, through the Corps of Engineers Baltimore, has contracted with Ewing Cole Cherry Parsky to provide the Energy Engineering Analysis Program (EEAP) at Fort George G. Meade under contract number DACA3l-82-C-0307. The results of the study are indicated in detail in the MAIN REPORT, Volume 2B of the Report. Back-up calculations are provided in Volume 4B of the Report.

Studies conducted during Increments C and D concluded that none of the proposed work was economically feasible under applicable guidelines.

The Energy Conservation Opportunities analyzed under this study will serve as part of Redstone Arsenal's overall effort to reduce basewide energy use in accordance with the objectives set forth in the Army Energy Plan. The contract Scope of Work (sow) for Redstone Arsenal outlines the following specific requirements: Determine the efficiency of the boiler/chiller plants by appropriate tests. Survey the boiler/chiller plants to determine if efficiency can be improved by the repair, addition, or modification of equipment and recommend improvements. Evaluate the control system and recommend changes, repairs, or new controls which will improve the efficiency of the plant. Review operation and maintenance procedures and provide site-specific recommendations which will increase the efficiency of the plants to the maximum level. Prepare a comprehensive report to document the work performed, the results, and recommendations. All of these Scope of Work items have been accomplished.

A total of 88 energy conservation opportunities (ECOs) were investigated, resulting in 7 projects being recommended. A three volume report has been prepared that describes in detail the work accomplished during the study. Volume I, Part 1 of 2, provides all the descriptive Narrative for the report. Volume I, Part 2 of 2, contains a copy of the Scope of Work and the Program Documentation. Volume II contains ECO calculations and backup technical details. Volume III contains computer simulation printouts. This executive summary follows the narrative outline with minor modifications and summaries in the form of charts and graphs for easier interpretation.
