Book excerpt: In October of 1985, the firm of Einhorn Yaffee Prescott, P.C. was retained by the Army Corps of Engineers to perform an energy savings opportunity survey of 63 buildings at Fort Dix, New Jersey. The scope of this study included the following work: Evaluate selected energy conservation opportunities (ECO's) to determine their energy savings potential and economic feasibility. Perform a limited site survey of selected buildings or areas to insure that any new methods of energy conservation which are practical and have not been evaluated in any previous energy study have been considered and the results documented. Provide complete new programming or implementation documentation for all recommended ECO's. Prepare a comprehensive report to document the work performed, the results and the recommendations. With this prefinal submittal approximately 95 percent of the work required by the scope has been completed. The Executive Summary contains the following material: A brief description of previous energy efforts at Fort Dix and the way this survey was conducted. Graphical Energy History. Chart of recommended projects with economic justification. A brief description of each component ECO in the individual projects with economic summaries. For a more comprehensive treatment of the results of this ESOS refer to the five volume Narrative Report. These volumes deal with the physical characteristics of each of the sixty three buildings surveyed, their apparent deficiencies, the ECOs studied and recommended to improve their energy Perfermance. Included in this work is an energy savings calculation for each researched ECO with associated ECIP life cycle economics. The ten recommended projects have been included in the programming docu ments where a form DD 1391 has been prepared for each along with a 1391 for each individual ECO within the project.

Book excerpt: This document is the Executive Summary of the Final Report of the Increment 'F' and the Energy Savings Opportunity Survey (ESOS) for Fort Hood, Texas prepared under Contract No. DACA63-84-C-O135 between the U.S. Army Engineer District, Fort Worth, Corps of Engineers, and Chilton Engineering, Chartered. This project has been executed as a part of the Department of the Army's Energy Engineering Analysis Program (EEAP). The overall objective of this project is to reevaluate selected projects from previous studies, to evaluate specific new projects, and to develop No Cost/Low Cost maintenance and repair type projects that will reduce energy consumption in compliance with the Army Facilities Energy Plan (AFEP). The 'Energy Conservation Investment Program (ECIP) Guidance', described in the letter from DAEN-ZCF-U, 4 March 1985 2 established criteria for ECIP projects and is utilized for performing the economic analyses of all Energy Conservation Opportunities (ECO's) and projects. Construction cost escalation to Program Year FY 1988 for OD Form 1391 submission is calculated using the guidelines contained in AR 415-17 and the latest applicable edition of the Engineer Improvement Recommendation System (EIRS) bulletin, which updates the Tri-Service MCP Index 3. The 11 General Scope of Work (GSOW) for an Energy Savings Opportunity Survey (ESOS)', HNDED-PM/ME, dated 12 March 1984, revised 10 July 1984 1, is used extensively in performing this study and is presented in Appendix C. This appendix also contains the "Detailed Scope of Work (DSOW)" 1 and the 'Prenegotiation Conference Minutes' which define the specific projects and buildings addressed in this study, as well as presenting the overall study methodology.

Over one hundred ECO's were considered at Fort Jackson. Of these 34 were applicable in non-housing and 8 in Family Housing. ECO's were selected for consideration from of sources. Annexes A and B of the Scope of Work (Sow) the Army Facility Energy Plan appendix and Heery's own resources, including the ECO's studied at other Installations. All applicable ECO's were evaluated and found either feasible (savings to investment ratio greater than or equal to one) or infeasible. Tables 4 and 5 list the applicable ECO's along with savings to investment ratio (SIR), project packaged, and other pertinent data. The method of analysis employed for heating and cooling ECO's is a multiple measure approach using a modified bin method as outlined in the American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE) Fundamentals. EOC's savings not based upon heating or cooling loads use standard ASHRAE or Institute of Electrical and Electronic Engineers (IEEE) formulas. This book was released on 1989 with total page 43 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Energy Savings Opportunity Survey (ESOS) of select facilities at Fort Wainwright is provided as part of the Energy Engineering Analysis Program (EEAP). Similar studies were undertaken concurrently for Fort Richardson and Fort Greely and are contained in separate reports. The study was initiated 30 September 1988. From August 1987 through May 1988 the project was temporarily suspended until a revised Scope of Work was issued. The EEAP is a series of studies intended to identify energy conservation opportunities (ECOs) which will result in the optimum use of energy resources available. The overall purpose of this study was to identify means to save energy through investment in the application of energy conserving technologies. This objective was approached by the evaluation of pre-identified ECOs within specified buildings that might yield positive economic return to the Government, if undertaken, and that would fit within the constraints of several funding programs available to the Department of the Army. The Fort Wainwright study was limited to examination of 35 ECOs as they may apply to one or more of 17 buildings specified by the Scope of Work. The Scope of Work also called for technical audit and analysis of one of the 17 buildings: the Laundry Facility (Building 3025).

Book Fort Lewis Energy Savings Opportunity Survey Energy Engineering Analysis Program EEAP at Fort Lewis Washington A FORSCOM Installation Volume 1 Executive Summary

Download or read book Fort Lewis Energy Savings Opportunity Survey Energy Engineering Analysis Program EEAP at Fort Lewis Washington A FORSCOM Installation Volume 1 Executive Summary written by and published by . This book was released on 1986 with total page 9 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this study has been to examine potential new energy conservation opportunities (ECO), as well as re-evaluate certain ECO previously studied on a comprehensive basis. Selected special studies have also been undertaken. The end product of this project will result in four (4) applications to the Federal "Energy Conservation Investment Program" (ECIP) for funding of energy improvements. Further, it is assumed that other energy conservation applications, on an annual basis, will be forthcoming in the future to further implement the Fort Lewis Energy Program. Several special studies, such as a Basewide Energy Monitoring and Control System study (EMCS) were submitted, as late as, 1983. The Base Wide Energy Plan is broad and comprehensive, looking at larger energy issues with several, more detailed concerns addressed. The Plan was the basis for approximately eight ECIP projects, of which half have been submitted for funding consideration by Fort Lewis. The Fort Lewis Base Wide Energy Plan was considered as the basic overall document, from which specific, more detailed studies and implementation projects could be evolved. The plan to date, has been the basis for the Corps of Engineers, Project PN47O and a project by Associated Engineers. Both projects entailed 3 to 6 specific energy improvements, such as insulation, weather stripping, boiler controls, thermostats, and high bay fans for redistribution of warm air. Second, DEE, in its program of facilities upgrading, has instituted compliance to Washington State Energy Code Requirements.
