Book excerpt: Included in this summary are the data and results of the first five energy analysis and study increments (A, B, C, D and E) which were developed under a previous contract to provide a Basewide Energy Systems Plan for the Fort Sill Army Base at Lawton, Oklahoma. Also included in this Summary are the data and results of increments F and G that are the responsibility of Energy Masters Corporation. The primary goals outlined in the scope of work for this study are as follows: (1) Develop low cost energy conservation projects within the Facilities Engineer Funding Authority. (2) Update and modify, as required, energy conservation projects developed in Increments A, B, C, D, and E. (3) Combine all proposed energy conservation projects into one comprehensive list. (4) List the recommended projects in an order of priority based on each project's savings investment ratio (SIR). Also schedule the construction of the recommended projects. (5) Calculate energy and cost savings and project basewide energy consumption after implementation of recommended projects. This submittal is based on work done for Increments F and G as outlined in the Prenegotiation Meeting and Manual DAEN-MPE-E entitled Scope of Work for Energy Engineering Analysis Program (EEAP); paragraphs 3.5.6 and 3.5.7. See page 1 Appendix for complete text of Prenegotiation Meeting.

Increments C, D and E have not been authorized at this time for Rock Island Arsenal.

Book excerpt: This report is a final submittal for work performed under Contract No. DACA63-82-C-0173 Modification No. 4 consisting of an Energy Savings Opportunity Survey (ESOS) performed at Ft. Sill and including all buildings listed in Table I of this volume. Fort Sill is a government owned and operated facility situated adjacent to the town of Lawton, Oklahoma. The facility was established under the Department of Defense and is operated as a US Army installation. This report contains recommendations for the reduction of facility energy consumption in accordance with the U.S. Army's mission. The goal of this mission is to produce army facilities that operate as energy efficiently as possible while maintaining operational readiness. A major portion of this report consists of a re-evaluation of a previous study involving the feasibility of installing an energy monitoring and control system (EMCS). In addition to the EMCS re-evaluation, a low cost alternative to the EMCS, is presented along with supporting data and documentation. The final major topic is the analysis and recommendations for energy conservation opportunities (ECOs) other than the EMCS and Low Cost Alternative. A summary of the recommended ECOs for all buildings is presented in Table 2 of this volume.

The Department of the Army, through the Corps of Engineers Baltimore, has contracted with Ewing Cole Cherry Parsky to provide the Energy Engineering Analysis Program (EEAP) at Fort George G. Meade under contract number DACA3l-82-C-0307. The results of the study are indicated in detail in the MAIN REPORT, Volume 2B of the Report. Back-up calculations are provided in Volume 4B of the Report.

Book excerpt: The CR5 Group Inc. is pleased to submit this report on Increments C, F and G of the Energy Engineering Analysis Program (EEAP) for Fort Sam Houston, Texas. Increments A and B were completed and the final reports were submitted in October 1983. This work was accomplished under Contract No. DACA63-79-C-O192 with three modifications. The associated volumes, general contents, level of completion and contract modification numbers are listed in TABLE ESl. The EEAP at Fort Sam Houston has been completed under a variety of Modifications and associated Scopes of Work and ECIP Guidances. For example, the original contract work was done under the 5 November 1979 Scope of Work and 7 November 1977 ECIP Guidance, while Modification POOOO6 was completed using the 22 September 1982 Scope of Work and 31 December 1982 ECIP Guidance. This has resulted in projects being analyzed using energy to cost (E/C) and benefit to cost (B/C) ratios of varying minimums as well as Savings to Investment (SIR) ratios. Applicable analysis criteria is identified in each Volume.

Book excerpt: This is the Corrected Final Report on Increments A through G of the Energy Engineering Analysis Program (EEAP) at New Cumberland Army Depot (NCAD). This project has been conducted under the Norfolk District, Corps of Engineers Contract No. DACA 65-8O-C-0O14, by PRC Systems Services, Cocoa Beach, FL. During Increments A and B, four modification projects were recommended for funding under the Energy Conservation Investment Program (ECIP). Increment G resulted in three recommended projects and Increment E determined the feasibility of a new, coal-fired central steam plant. Studies conducted during Increments C, D, and F concluded that none of the proposed work was economically feasible under applicable guidelines. Actual energy consumption at NCAD was determined from electricity billings and from fuel oil delivery records. Costs were taken. from contracts and service agreements that were in force at the times the various increments were undertaken. Using conversion factors specified in the Army Facilities Energy Plan and prices in effect during the year, the following summarizes the total energy picture for fiscal year (FY) 83.
